Full Job Description

You will serve as a PROGRAM ANALYST (COMMAND EVALUATOR) in the NAVPERSCOM Corrections & Programs Office of NAVAL CONSOLIDATED BRIG MIRAMAR ****The purpose of this position is to provide the NAVCONBRIG Commanding Officer with the capability to review and evaluate a myriad of command administrative and operational programs and processes, and to detect the potential risks of fraud, waste, illegal practices, mismanagement, and sexual misconduct.

**** This position serves as the Command Evaluator (CE), Management Internal Control Program (MICP) Coordinator, American Correctional Association (ACA) Standards Coordinator, and Prison Rape Elimination Act (PREA) Coordinator.

The purpose of this position is to provide the NAVCONBRIG Commanding Officer with the capability to review and evaluate a myriad of command administrative and operational programs and processes, and to detect the potential risks of fraud, waste, illegal practices, mismanagement, and sexual misconduct.

**** Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:1) Conducting formal and detailed internal examinations and assessment reviews involving allegations or incidents of criminal or civil violations, alleged misconduct or violations to detect fraud, waste and abuse; (i.e.

financial operations, use of command resources, sexual assault), 2) Implementing correctional programs, policies, and procedures to ensure in compliance with federal prison regulations; 3) Conducting reviews and developing action plans for implantation for program changes, 4) Advising personnel on the prison regulations, policies and procedures; and 5) Reviewing, monitoring, and reporting sexual misconduct, assault claims and incidents to ensure compliance with Prison Rape Elimination Act (PREA) regulations; and 6) Writing and maintaining accurate reports, files, and records for retention and audits.

C 1997):-Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; or-Has been civilly or administratively adjudicated to have engaged in the activity described in paragraph (a)(2) of this section.

Agency policy requires the consideration of any incidents of sexual harassment in determining whether to hire or promote anyone, or to enlist the services of any contractor, who may have contact with inmates.

Agency policy requires that before it hires any new employees who may have contact with inmates, it (a) conducts criminal background record checks, and (b) consistent with federal, state, and local law, makes its best efforts to contact all prior institutional employers for information on substantiated allegations of sexual abuse or any resignation during a pending investigation of an allegation of sexual abuse.

The agency shall also impose upon employees a continuing affirmative duty to disclose and such misconduct.

Agency policy states that material omissions regarding such misconduct, or the provision of materially false information, shall be grounds for termination.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will implement procedures to identify and monitor all reported sexual misconduct to ensure compliance with applicable federal laws.
  • You will develop action plans for implantation of the Prison Rape Elimination Act (PREA) standards.
  • You will review and monitor training to all staff, including volunteers, investigative, medical and mental health staff; assist with curriculum development and training of PREA.
  • You will monitor the conduct and treatment of prisoners or staff who have reported sexual abuse or who were reported to have suffered from sexual abuse for at least 90 days following a report of sexual abuse.
  • You will coordinate all aspects of the accreditation program maintaining compliance with 500+ American Correctional Association (ACA) standards.
  • You will assist all departments with implementing programs, policies, and practices that comply with ACA standards during daily/annual operations.
  • You will ensuring maintenance of accreditation and successful re-accreditation during the triennial ACA inspection.
  • You will plan, develop and conducts Command Evaluation (CE) reviews of related line functions of substantial complexity within the command.
  • You will examine both fiscal and managerial internal controls io decide adequacy in concept and effectiveness in application of practices and processes at all management levels.
  • You will coordinate Management Internal Control Program (MICP) for the command.
  • You will review all sexually related assault claims and incidents to ensure compliance with standards to include reports and PREA hotline.
