About the Position: This is a Program Analyst, GS-0343-12 position with the U.S. Army Corps of Engineers, Tulsa District. This position is located in Tulsa, OK.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Serves as Program Analyst with overall financial management and control of Operations and Maintenance (O and M), and Flood Control and Coastal Emergencies (FCCE) funding for Operations Division.
  • Evaluates, analyzes, and integrates the estimates and proposals of the operation and maintenance elements into unified and balanced budget schedules for O and M projects based on programming criteria, National and Corps objectives, budget constraint.
  • Reviews and analyzes progress on Operations Division operating budget activities including special studies, 2101 reports and related activities, procurement of critical items, expenditures, to ensure timeliness of budget and funds.
  • Establishes and maintains the management information system for Operations Division concerning O and M, FCCE and Plant Replacement Improvement Program (PRIP) funds utilization and ensures that information conforms to existing policy and procedures.
  • Arranges and directs the transfer of funds between project work items as necessary to maintain the needed funds in the proper accounts under the direction of the Asst. Chief, Operations Division.
  • Establishes procedures and coordinates the preparations of the O and M, FCCE, and PRIP appropriation requests for Operations Division in Tulsa District using these funds.
  • Estimates, assembles, and computes Operations Division operating budget including labor, travel, materials and supplies, rent and utilities, service contracts, work by others, and IM costs.
  • Manages the Operations Division departmental overhead account and revolving fund accounts in accordance with policy, analyzes funding sources and Operations Division resources for current year and out years.
  • Assists Team Leader in planning the overall work and organization of the Management Support Unit, ensuring an efficient, responsible and effective operation.
