This position is located within the Nursing, Operations Service Line at the Oklahoma City VA Health Care System, and provides support for payroll and leave functions to ensure adequate operational resources, transfer of information both internal and external to the service line, and compliance within the service line, facility, agency regulations and policies.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Practical knowledge of standard timekeeping procedures as demonstrated by extended training or experience with specific knowledge on regulations for Title 38, Hybrid Title 38, and Title 5 General Schedule positions; ability to extract information from multiple data sources such as Decision Support Software Systems, VistA, and others to prepare or assist in the preparation of reports; ability to use multiple information sources considering the applicability of information and the characteristics and quality of the sources to prepare reports; compiles information and reports in written format and graphically using varied programs such as Microsoft Excel, Word, and PowerPoint; ability to use a variety of office equipment and hardware resources including fax machines, copiers, scanners, computers, printers, and related accessories.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have education beyond the secondary level (4 years above high school) in any field for which high school graduation or equivalent is the normal prerequisite.
This education must have been obtained in accredited business, secretarial or technical school, junior college, college or university.
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an equivalent combination of specialized experience and education beyond the secondary level as stated above to meet total experience requirements.
AND, Proficient Requirement: In addition to meeting the specialized experience and/or education requirements, applicants must show possession of the following skills, as appropriate.
Minimum typing proficiency of 40 words per minute.

Major Duties:
The Time and Leave Clerk (OA) is accountable for maintaining accurate and complete records, preparation of overtime and leave exception reports, training of employees/supervisors on payroll processes, and coordination with Human Resources Department and Fiscal Service to assure integrity of reporting processes.
Major duties and responsibilities include, but are not limited to: Maintains time and attendance records and controls in accordance with Timekeeping Manual MP-6, Part V for Nursing Service employees.
Ensures employees are assigned to correct Time and Leave groups in collaboration with Human Resources, Education, and Fiscal Service.
Collects, compiles, and and/or tracks data and statistical information to support Nursing Service processes.
Uses software applications to draw information related to workload (i.e., Decision Support Software, VistA, Acustaf, and VATAS) in order to prepare/assist in preparation of reports.
Researches various publications and/or databases to extract, summarize, and compile information required.
Assists in the acquisition, development, and/or scheduling of program resource materials and personnel.
Maintains contact with patients, staff, and other individuals within and outside of the healthcare system in a concerned, compassionate, respectful, and helpful manner.
Exhibits initiative by managing time and workload in an organized and efficient manner to meet specific deadlines and changing priorities.
