Full Job Description

As a Program Analyst at the GS-0343-14, you will be part of the Office of Field Programs, U.S. Equal Employment Opportunity Commission.

The incumbent performs oversight and monitors programmatic, organizational, informational, managerial, technical, and administrative functions in the assigned Field Management Programs (FMP).

For the GS-14: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service.

Specialized experience includes experience applying practices, theories, techniques, and methodologies of administration and management to the definition and solutions of programmatic and operational problems encountered in assigned areas.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level.

Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Monitors Field Offices' activities and provides in-depth analysis of all facets of field operations including proper resources allocation and utilization, charge processing, and administrative controls.
  • Determines if established programs are accomplishing their objectives in the most efficient and economical manner.
  • Determines work objectives, assigns and reviews work products, and assures adequacy of review coverage.
  • Responsible for the technical quality and sufficiency of report content, the soundness of recommendations, and conformance with EEOC policies, goals and objectives.
  • Evaluates and analyzes all aspects of new or established programs including program objectives, policies, work operations and progress, resources estimates and utilization, inter and intra-program balances, and other related matters.
  • Proposes solutions to top management regarding critical issues, changes, modifications, or new program approaches to help achieve office goals, improve operations, and streamline management practices.
  • Identifies training needs and recommends targeted learning solutions.
