The Department of Labor & Industry Center for Workforce Information & Analysis - Outreach and Training Division is seeking an ambitious and diligent Program Analyst 2. Under the direction of a Statistician Manager, this position will provide program and policy analysis related to unemployment compensation programs supported by CWIA. Requirements

The Program Analyst 2 acts as CWIA’s subject matter expert for the UCMS and Ben Mod systems as it relates to unemployment compensation reporting and analysis.

This position has a thorough understanding of the Center’s needs and advocates for changes or necessary corrections to effectively support those needs.

You will be expected to keep current on all existing and proposed state or federal laws, regulations, policies and technical guidance related to the commonwealth’s unemployment compensation programs activities.

Work includes but is not limited to a thorough review of proposed changes to identify possible effects on federal reporting and the database system.

Additional responsibilities include:

  • Measuring program and project performance
  • Determining impacts/goal attainment
  • Presenting and participating in conferences, forums, workshops, and trainings
  • Reviewing documents for program relevancy and preparing documentation

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to two days per week after the successful completion of the probationary period.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training.
