Summary

This job involves advising senior leaders on budgeting and resource planning for programs that support military members and their families, such as identifying cost-saving opportunities and ensuring efficient use of funds for community services.

About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

This position may be eligible for situational telework as determined by the agency policy.

Specialized Experience: One year of specialized experience which includes overseeing technical budget operations for dynamic programs and requirements, advising senior executives on resourcing implications for the policies and services that address the needs of service members and their families, demonstrating the ability to agilely resource emerging critical needs within the military community, collaborating with key stakeholders regarding budgetary and contractual operations impacting service members and families, reviewing programs for potential efficiencies, and conducting program analysis and planning strategies to support implementing and administering policy related to military member and family support.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Major Duties:

  • Advise on resourcing implications for a broad range of policies and services that address the needs and challenges of military members and their families.
  • Review programs for potential budget and resourcing efficiencies to include Joint Service initiatives and contracting opportunities.
  • Apply expert knowledge of military community and family policy programs and policy to develop innovative, cost effective, efficient approaches to resource readiness, retention, and overall productivity for the total force.
  • Maintain a high level of awareness of budget requirement, regulatory guidance, management principles, program research, program requirements and the application of technology as related to military community and family support programs.
  • Analyze conflicting and divergent viewpoints in order to provide full and accurate background information, along with options for courses of action.
