This position serves as a Program Analyst, Business Operations, responsible for planning, analyzing, leading, and/or managing programs, special projects, and implementing human resource management initiatives designed to meet the needs of Human Resources Service Center (HRSC) leaders, managers, customers, and employees.
This work also supports organizations beyond HRSC with whom HRSC has a signed service level agreement (SLA).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Analyzes and evaluates new or modified legislation for projected impact on Human Resources programs and resources; Develops, analyzes, reviews, recommends, and/or implements policies, practices, or other operational and management activities (organizational structure changes, program goals/performance metrics, etc.); and Writes a variety of documents to include items for newsletters, information needed on congressional inquiries, letters responding to inquiries from employees and other customers, and provides guidance on regulations, policies, directives, and applicable supplements.

Physical Requirements: The work is primarily sedentary, with some walking, light lifting, bending, stooping, reaching, and carrying loads weighing up to 10 pounds in the course of the workday.
Data entry using a keyboard is required. No other special physical demands are required to perform this work.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC.
This includes all locations that fall within a 50-mile driving distance from 810 Vermont Ave NW, Washington, DC 20420. Major Duties:
Program Analysis Plans and completes special projects which support business functions and provides administrative support to HRSC programs supporting VACO Staff Offices.
The incumbent independently manages major projects. Conceives and implements new initiatives or mandated items to strengthen current programs or to develop new programs.
Conducts analyses and investigates issues which are considered high priority.
This may involve complex analysis, written reports, committee coordination, developing and implementing workshops, and conducting program reviews.
Identifies, tracks, and trends patterns in data; provides recommendations to leadership based on data that can impact customer support, fiscal operations, or internal processes.
Provides expert analysis and advice on complex issues.
Studies, coordinates projects, assesses management practices and advises leadership in managerial policy and procedure, and independently reviews programs and areas and advises based on results attained.
Frequently participates in BO and higher-level projects. Represents the organization at committee meetings and serves on local and national task forces which require the Analyst's expertise.
Administrative and Operations Support Functions as primary liaison to establish and maintain communication for mutual understanding and cooperation within HRSC management team as well as other Staff offices and higher-echelon VA organizations and offices.
Focus of this work is related to exchange of information and coordination of assignments both within and outside of HRSC.
Administers incoming action items, data and/or information requests, and other identified tasks from initial receipt to completion and closeout.
Reviews and/or analyzes the subject matter of incoming items for distribution (or redistribution/redirection) to organizations internal or external to the office, to include elsewhere in VA or other federal agencies.
Receives and monitors in-progress and completed actions or responses; analyzes responses for completeness and accuracy against policies and procedures; and ensures actions or inquiries are closed out with the submitting/inquiring individual or office.
Frequently briefs management on the status of action items. As necessary, requests additional resources (e.g., personnel, software, services).
The employee plans and develops communication plans to disseminate information related to high value, complex projects in support of HRSC activities to meet VA business requirements.
Works with Associate Directors, and team leads and advises on work performed by HRSC teams, management and Specialists engaged in various aspects of management.
