Full Job Description

This position is located in the Air Traffic Organization (ATO), Management Services, Technical Labor and Employee Development Directorate, Technical Labor Group (AJG L1).

This team is responsible for analyzing changes to National Airspace System (NAS) aviation equipment, systems, processes, and procedures.

The team advises senior management on the impact of these technical changes to Collective Bargaining Agreements (CBA) and Memorandum of Agreement (MOA) for ATO Headquarters Service Units.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level.

This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as: -Experience assessing and evaluating changes to aviation equipment, systems, processes, and procedures.

AND -Experience interpreting and applying organizational policies and labor agreements to evolving technologies and operational changes.

The Executive Technical Representative (ETR) performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist.

Applies experience and comprehensive technical knowledge of National Airspace System (NAS) safety, and operational readiness contingency planning.

Supports the deployment and integration of NAS equipment, systems, and tools, including Federal Aviation Administration (FAA) Flight Program and Flight Services administration.

Evaluates technical changes to NAS systems, procedures, and operations to assess potential impacts on workforce structure, labor relations, and bargaining obligations.Leads complex assignments to analyze technical and procedural changes within the NAS and assess their implications for labor relations, workforce deployment, and bargaining unit responsibilities.

Coordinates implementation of new or renegotiated collective bargaining agreements (CBAs) and policy changes, ensuring alignment with FAA modernization efforts and operational goals.

Serves as project manager for labor negotiations, developing innovative strategies to facilitate resolution and maintain collaborative labor-management relations.

Leads cross-functional project teams to plan, coordinate, and execute labor-related initiatives that support FAA modernization efforts, ensuring alignment with agency strategic goals and operational priorities.

Develops and manages project plans, schedules, and deliverables for labor negotiations and policy implementation efforts, applying structured project management methodologies to ensure timely execution and stakeholder engagement.

Monitors and reports on project performance metrics, including milestones, risks, and resource utilization, to ensure transparency and accountability in support of Air Traffic Organization (ATO) and FAA objectives.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Establishes and leads cross-functional work-groups across ATO Service Units and Service Areas to support FAA modernization initiatives, including NextGen and airspace redesign.

Provides operational insight into the development, testing, and deployment of new technologies and procedures, ensuring labor considerations are integrated early in the process.

Maintains regular contact with internal FAA offices (Airports, Flight Standards), national labor organizations, pilot associations, and external stakeholders including state, local, and international aviation authorities.

Serves as a principal technical specialist within the Technical Labor and Employee Development Directorate, coordinating labor matters for AJF, AJI, AJM, AJR, and AJV employees and managers.

Provides guidance and instructions on labor relations, including interpretation and application of provisions across several CBAs.

Supports collaborative labor-management processes and ensures timely execution of negotiations, notifications, and labor actions across FAA Lines of Business (LOBs) and Staff Offices (SOs).

Advises on conduct and discipline matters, serving as an internal resource for ATO leadership and HR partners.

Contacts are internal and external, includes the Technical Labor and Employee Development Directorate and include FAA Airports, Flight Standards, and representatives from the pilot association, national labor organizations and aviation industry.

External contact with representatives from international, state, and local governments and airport authorities.

Often represents FAA as a senior technical point of contact on projects, programs and other work activities.

Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally.

Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.
