Summary

Full Job Description

You will serve as a PROGRAM ANALYST in the Naval Sea Systems Command of PROGRAM EXECUTIVE OFFICE SHIPS.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 equivalency) or grade level in the Federal service or equivalent experience in the private or public sector developing acquisition plans and milestones for the procurement of components.

Examples include: directing the implementation and execution of program plans; identifying resource requirements; monitoring operations to improve logistics support time; monitoring logistics funds distributions or expenditures for projects or programs; and coordinating and integrating separate logistics functions for efficient and timely logistics support for a destroyer acquisition program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will manage the post-delivery SCN budget for all ships under construction and be accountable for the planning, controlling and administrating funds within the program's delegated budget authority.
  • You will provide oversight of the PSA shipbuilders execution to ensure financial and technical compliance with the terms and conditions of the contract.
  • You will coordinate with NAVSEA 02 PCO on the development of the DDG 51 Post Delivery Acquisition Strategy.
  • You will maintain liaison with the Post Delivery Test and Trials branch to monitor schedules and executing FCT and a Post Repair Trial (PRT) for each assigned ship.
  • You will perform advanced planning with the PSA shipyard, the PSA planning yards, and SUPSHIP, to ensure all necessary design work and material ordering is accomplished to support the PSA schedule.
  • You will identify all uncompleted industrial work from the construction period, approve Ship's Force requirements, and special facility requirements to develop the PSA Work Package.
  • You will perform detailed analysis of technical and cost performance reports, and other correspondence from the PSA shipyards, and identify problems affecting shipyard performance.
  • You will participate in design reviews, negotiations, and technical and business discussions with the shipyard.
  • You will Review and assess the effectiveness of the shipyard in meeting the technical, production and administrative requirements of the PSA.
  • You will prepare engineering correspondence, technical directives, management plans, schedules and instructions as required to insure optimum management and coordination between all participating activities involved in the accomplishment of PSA work.
  • You will review proposed changes to the Configuration Control baseline, evaluate the impact of proposed changes on the baseline, and recommend appropriate action to the DDG 51 Class Shipbuilding Division Change Control Board (CCB).
