Summary

This job involves managing and improving manpower, training, and budgeting for undersea warfare programs in the Navy, including analyzing data, developing policies, and recommending strategies to senior leaders.

Full Job Description

You will serve as a PROGRAM ANALYST in the Undersea Warfare Division of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Leading the development of new or revised administrative methods and processes; 2) Leading the development of requirements policy and making recommendations; 3) Approving POM strategies designed to refine and enhance Manpower, Personnel, Training and Equipment (MPT&E) including integration, assessment, and programming of manpower requirements across warfare areas; 4) Utilizing and leading and financial management/ Programming, Planning, Budgeting, and Execution (PPBE) process by performing Program Objectives Memorandum (POM) assessment and developing the technical basis for POM and justifications; 5) Leading and managing decisions that lead to the modification or initiation of new manpower and training projects or requirements.

  • You will be responsible for planning, programming and fiscal year budget management of the Undersea Warfare Manpower and Training requirements.
  • You will manage and execute processes for continuous assessment, analysis and improvement or development associated across the Undersea Warfare Enterprise manpower, personnel, training, and education areas.
  • You will manage full program of data analysis and reporting to provide comprehensive proposals, alternatives, and recommendations in reports to stakeholders and senior leader.
  • You will develop proposals for POM development and integrate and coordinate POM requirements into N97 Division's manpower and training program.
  • You will provide expert analysis and inclusive recommendations regarding requirements that impact critical evaluation of Analysis of Alternative Reports on manpower and training.
