Full Job Description

You will serve as a PROGRAM ANALYST in the Ranges and Targets Branch of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing Program Analyst work, applying a mastery knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Navy Training Ranges that include Air, Sea and Underwater ranges.

Candidates must also possess direct experience in Planning, Programming, Budgeting and Execution (PPBE) processes and direct experience with Fleet Training Investment processes, to include Fleet Training Wholeness and Training Pillar.

Specialized experience must demonstrate the following: 1) Collaborating with various agencies to improve and modernize training range infrastructure programs and systems to achieve common objectives; 2) Providing recommendations and analyses to leadership on issues relating to policies that influence/impact the fleet training and fleet tactical training ranges; 3) Applying a knowledge of fleet and joint training requirements, range management and sustainment, to include encroachment related matters (offshore energy [wind/oil/gas] exploration, energy transmission, spectrum auctions, foreign investment), requirements development and project management; and 4) Analyzing and assessing investment project proposals and reviewing periodic project reports to report on issues, project execution, and propose solutions to identified problems.

  • You will oversee requirements and resources for the operation and maintenance of Fleet Tactical Training Ranges; and improvement and modernization of training range instrumentation and threat emulation.
  • You will coordinate issues and requirements for planning and programming to support development of Fleet Tactical Training Ranges inputs to the OPNAV N94 Program Objectives Memorandum (POM) submission.
  • You will provide recommendations and analyses to OPNAV N9/N94 on all issues and policy that influence/impact the ranges' capacity and capability to support fleet training.
  • You will oversee the operation and maintenance of the annual fiscal year budget execution of Navy Training Range Complexes and Tactical Training Range investment accounts.
  • You will work to coordinate and prioritize requirements for the improvement and modernization of tactical training range instrumentation including electronic warfare simulators.
  • You will serve as the lead for Training Range Sustainment and assessment of impacts of encroachment and potential mitigations.
