Base salary range: $74,441 - $96,770
Typical requirements: 1 year specialized experience at GS-11. Advanced degree + significant experience.
Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves analyzing and managing programs for Navy shore facilities on Guam, including handling budgets, resolving policy issues, and supporting engineering teams with data and coordination.
It requires working closely with financial and leadership staff to ensure everything runs smoothly and on time.
A good fit would be someone with experience in government or military program analysis who is detail-oriented and comfortable presenting to executives.
You will serve as a Program Analyst in the Assessment Management Office of COMMANDER JOINT REGION MARINANAS of COMMANDER NAVY REGION MARIANAS.
The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate most or all of the following: 1.) Identifying, assessing, interpreting and producing data pertaining to shore facility management programs; 2.) Resolving critical problems or issues related to policy application and coordinating program functions; 3.) Establishing and implementing region level budget policies; 4.) Ensuring funding is distributed appropriately, data calls are answered, and budgets are submitted on time; AND 5.) Giving oral and written presentations to senior leadership.
