Job Description

Summary

This job involves analyzing and managing programs for Navy shore facilities on Guam, including handling budgets, resolving policy issues, and supporting engineering teams with data and coordination.

Full Job Description

You will serve as a Program Analyst in the Assessment Management Office of COMMANDER JOINT REGION MARINANAS of COMMANDER NAVY REGION MARIANAS.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate most or all of the following: 1.) Identifying, assessing, interpreting and producing data pertaining to shore facility management programs; 2.) Resolving critical problems or issues related to policy application and coordinating program functions; 3.) Establishing and implementing region level budget policies; 4.) Ensuring funding is distributed appropriately, data calls are answered, and budgets are submitted on time; AND 5.) Giving oral and written presentations to senior leadership.

  • You will provide direct technical and management support to the Regional Engineer and CNIC HQ facilities management directorate on all aspects dealing with the Navy's Ashore Facility Management.
  • You will maintain close coordination with the Regional Comptroller (N-8) staff.
  • You will independently resolve critical problems or issues related to policy application and coordinating program functions.
  • You will ensure funding is distributed appropriately, data calls are answered and budgets are submitted on time to support Region Requirements.
  • You will provide formal and informal presentations to Command Leadership.
