In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes mastery of advanced management and organizational principles and practices for a variety of base Mission Support and MAJCOM Staff programs, such as Logistics Readiness, Security Forces, Force Support, financial management, Surgeon General, personnel management, Public Affairs etc.
and a comprehensive knowledge of Planning, Programming, and Budgeting and Execution regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBES guidelines and advisory services in support of long range AETC pilot production and base Mission Support planning efforts.
Comprehensive knowledge of the Federal, DOD, and Air Force Planning, Programming, and Budgeting and Execution process (PPBES) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense Planning, Programming, and Budgeting and Execution (PPBE) process and their systems as well as related policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of AETC bases' Mission Support and MAJCOM Staff operations.
Knowledgeable of methods for developing MAJCOM budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets, initiatives, and disconnects, and issue papers.
Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution.
Knowledge of the relationship of the various military entities involved in overall planning and execution of military logistics and mission support theories, principles and techniques involved in meeting AETC accession, pilot and student production goals and the methods in which the PPBES process supports them.
Knowledge of logistics and mission support theories, principles and techniques involved in meeting command accession, pilot student production goals.
Skill and ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.

SUMMARY: The primary purpose of this position is to serve as a senior Directorate of Logistics, Engineering and Force Protection (HQ AETC/A4) program analyst and to provide Air Force Logistics Resource Integration expertise in developing and disseminating planning, programming, and budget policies and guidelines for AETC base Mission Support Functions, Medical Readiness, MAJCOM Staff Support and AETC Wing Staff Support as well as provide expert guidance and advice to Air Force Installation and Mission Support Center (AFIMSC), Air Force headquarters staff and major command (MAJCOM) activities.
Provides technical and administrative supervision to a limited number of staff in the Mission Support Requirements and Resources Section, duties requiring less than 25%of work time.
DUTIES: Applying Air Force Mission Support and Logistics Resource Integration expertise, develops, interprets, and implements policies and procedures to provide Planning, Programming, Budgeting, and Execution guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for MAJCOM Staff and AETC base Mission Support functions.
Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of AETC Mission Support and MAJCOM Staff Functions.
Plans, organizes, and directs the activities of the Mission Support Requirements and Resources Section (HQ AETC/A4PYM), ensuring that A4PYM complies with legal and regulatory requirements and meets customer needs.
Represents the Logistics Directorate with a variety of installation and functional area organizations. Performs supervisory personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
