Job Description

Summary

This job involves helping manage and track the day-to-day operations and upkeep of civil engineering projects for the U.S. Army Corps of Engineers, including handling budgets, resources, and reports.

The role supports the branch leader in following rules, policies, and funding guidelines to keep programs running smoothly.

About the Position: This position directly supports the Chief of Management Support Branch, Operations Division, in executing, tracking, and reporting on the district's civil works operations and maintenance program.

The incumbent aids with interpreting and implementing manpower allocations guidance, legislative intentions, budgetary and policy guidance, and regulations about programming of operations and maintenance civil works activities.

Specialized Experience GS-11: I have 1 year of specialized experience equivalent to the GS-09 grade level in the Federal service, which includes: daily financial management of a USACE O&M program or similar special projects, creating and assisting with purchase request and commitments, and collecting and submitting resourcing requests.

OR Education: Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management or Financial Management.

(Note: You must attach a copy of your transcripts.) OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience GS-12: I have 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service, which includes: daily financial management of a USACE O&M program or similar special projects, investigates, analyzes, and evaluates functions and processes in managing and reporting program and project information.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09/11).

Major Duties:

  • Prepares and processes District operations and maintenance activities relating to budget formulation, program execution, finance and accounting, and other functions necessary for assessing and improving program development and execution processes.
  • Serves as a senior advisor to the leadership of the Division, Branches, Project Offices, and other District elements in the long-range financial planning of programs and defining goals and objectives.
  • Investigates, analyzes, and evaluates functions and processes in managing and reporting program and project information for the accomplishment of the District’s operations and maintenance program.
  • Provides administrative guidance and oversight on general use of financial management systems to Division staff at all levels.
  • Oversees and coordinates administrative or program/budgetary related assignments for branches, area offices, and projects.
  • Employs CEFMS to execute variety of financial transactions: PR and C creation, work item role assignments, ULO review, funding account distribution, etc.
  • Employs P2/P6 Primavera Project Management system to assign resources, milestones, and obligation schedules for funded activities.
