Job Description

Summary

This job involves managing budgets for the Air Mobility Command's medical directorate, including planning, preparing, and analyzing financial plans for programs and activities.

It supports the execution of federal funding in a military context.

The primary purpose of this position is to provide HQ AMC Command Surgeon (SG) Directorate with a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

Serves as the SG Directorate's budget analyst who plans, develops, prepares, submits, and maintains financial plans.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes mastery of the concepts, principles, practices, laws, regulations, and policies of budgeting for a substantive national program or agency business area and expenditure of Federal Funds.

Detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations.

OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study.

NOTE: You must submit a copy of your college transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. 2.

Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations pertaining to AMC/SG budget formulation and financial management to provide guidance to subordinate units.

3. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures.

To include skill in selecting and applying a variety of analytical methods and techniques to budgetary processes to analyze and evaluate the effects of changes in program plans and funding, develop alternatives, and make recommendations to resolve budget/funding problems, and conduct studies and analyses.

Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation.

5. Ability to communicate, clearly and effectively, both orally and in writing, to defend, and/or advice on budgetary processes or actions and with technical accuracy. 6.

Ability to plan, organize and collaborate with subordinate unit cohorts in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

- Performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the Air Force budget.

- Ensures proper execution of the SG Directorate budget as authorized and appropriated by Congress and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.

- Manage Third Party Collections Program (TPCP), Debt Management Services (DMS) and Medical Care Recovery Act (MCRA).

- Provides financial advisory, assistance and guidance on budgeting and related information services for the SG Directorate budget.

- Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments. - Exercises supervisory personnel management responsibilities.
