Job Description

Summary

This job involves analyzing workforce and budget resources to create plans that reduce risks in government acquisition projects, focusing on keeping costs, timelines, and performance on track.

You'll work closely with teams to develop contracts, review documents, and evaluate program success in a naval systems command setting.

Key Requirements

  • At least one year of specialized experience equivalent to GS-11 or NH-02 in analyzing workforce and fiscal resources to mitigate acquisition risks in cost, schedule, and performance
  • Ability to identify, analyze, and develop contract strategies to eliminate acquisition risks
  • Experience developing and reviewing requirements documents such as Performance Work Statements, Statements of Work, Acquisition Plans, and Acquisition Strategies
  • Skill in teaming with Acquisition Managers and Contracting Officers to lead source selection processes and develop related reports
  • Proficiency in developing and maintaining contract metrics and CPARS (Contractor Performance Assessment Reporting System)
  • Strong advisory skills in financial, contractual, and programmatic areas using high-level judgment
  • Experience executing program plans, leading studies, surveys, and research to evaluate program effectiveness and compliance

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (or GS-11 equivalent), in the Federal service or equivalent experience in the private or public sector analyzing workforce and fiscal resources to develop strategies to eliminate acquisition risks related to program cost, schedule and performance.

  • You will identify, analyze, and provide contract strategies to eliminate acquisition risks related to program cost, schedule and performance.
  • You will develop and review requirements documents including Performance Work Statements, Statements of Work, Acquisition Plans, and Acquisition Strategy.
  • You will team with the Acquisition Managers and Contracting Officers to lead source selection process, subsequently develop reports and artifacts associated with source selection.
  • You will develop and maintain contract metrics and CPARS for the program.
  • You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas.
  • You will execute program plans to achieve milestones and requirements for the full scope of activities associated with acquisition issues and will ensure program schedules are met within workforce and fiscal resources.
  • You will lead studies, surveys, reviews, and/or research projects to evaluate program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations.
