Full Job Description

You will serve as a Program Analyst at the Public Works Department (PWD) located on Naval Air Station Jacksonville FL.

You will provide vital financial support for operations, maintenance, repair and construction of facilities and infrastructure on NAS Jacksonville and outlying special areas.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Provides complex substantive management support services in areas of program cost analysis, annual/multi year long range fiscal planning; Developing annual work plans for organizations whose operations are interrelated and unstable; Performs research tasks to obtain a variety of cost, schedule, and performance data; Analyzes date to derive relationships involving system parameters, schedule and cost variations Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will manage financial resources to include but not limited to: oversight of PWD’s Maintenance Execution Plan Budget, Service Contract funding.
  • You will manage financial resources to include but not limited to: Personnel Awards Budget, Office Supply funding, Training and Travel funding, and Reimbursable Customer funding.
  • You will receive approved fiscal year budget controls from the higher headquarters (Navy Region Southeast) and coordinate with PWD Leadership to allocate available funding for prioritized requirements.
  • You will coordinate with the higher headquarters and the local contracting office (NAVFAC Southeast) to request funding to execute PWD contract funding actions. You will track commitment and obligation rates throughout the performance period.
  • You will develop periodic financial status reports and provide updates to PWD leadership for decision making. You will identify requirements shortfalls and possible trade-offs.
  • You will work with PWD leadership to develop budget submissions for the following Fiscal Year.
