Summary

This role involves acting as a senior analyst for the Air Force's training command, where you'll plan, organize, and improve programs related to personnel, nuclear security, and operational efficiency across various units.

The primary purpose of this position is to serve as HQ AETCs senior program analyst for planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned Air Force programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of qualitative and quantitative methods, procedures and techniques in the identification, consideration and resolution of all personnel programs, nuclear issues and studies concerning the efficiency of PRP, AUoF, PRP Prescreening Process, NOB, NIRI and NWG program effectiveness.

Knowledge of analytical methods and techniques necessary to analyze programs operating at geologically separated organizations and to develop recommendations to improve their efficiency and effectiveness.

Knowledge of AF support functions sufficient to examine and evaluate the PRP and Pre-PRP operations of different organizations and determine if the programs meet the required standards.

Knowledge of pertinent laws, regulations, policies and precedents that effect the examined programs and their related support functions.

Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization.

Knowledge of evaluative and analytical techniques needed to develop recommendations and alternatives to resolve problems and improves the effectiveness and efficiency of examined programs.

Knowledge of planning and management needed to organize studies in order to gather information regarding the examined organizations.

Knowledge of oral and written communication techniques sufficient to communicate and negotiate with management officials in order to gain compliance with standards and to implement recommendations based on the findings of studies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of core AF processes such as personnel programs, manpower techniques, AFSC classification and retention, AF nuclear matters and security programs.

Knowledge of various office automation software programs (i.e., TMT, Vizio), tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

Ability to input, store, retrieve data and perform quality review of data elements utilizing MilPDS. Skill in typing; a qualified typist is required.

Ability to communicate effectively, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted.

Ability to plan and organize studies or big projects and to negotiate effectively with management or higher headquarters to accept implemented recommendations where proposals involve substantial resources and require extensive changes in current established concept and procedures.

This includes the ability to provide field support by disseminating appropriate information, guidance and advice in a timely manner to higher headquarters, MAJCOMs and commanders.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as the focal point for administration, management, oversight, coordination and execution for the Personnel Reliability Program (PRP) as outlined in DoDM 5210.42 AFMAN 13-501 Nuclear Weapons Personnel Reliability Program.

Serves as the Air Force OPR for management, coordination and execution for the AETC Personnel Reliability Program (PRP) Prescreening Process and Administers procedural guidance to coincide with AFI 31-117, Arming and Use of Force by Air Force Personnel (AUoF) for Security Forces members.

Develops metrics, performs data analysis and assessments by extracting information from various automated files (databases, word-processing), coordinating with AETC units, NAFs, AFPC assignment functionals and Air Force CFM's to compile a variety of recurring reports and presentations that deal with primary and secondary nuclear AFSC's.

Prepares and delivers oral presentations such as briefings, training, consultations and strategy to secure cooperation, resolve controversial matters, convey information relative to proposed changes and ultimately improve the overall nuclear enterprise.
