This job is for a lawyer who advises the U.S.
Air Force on complex legal issues related to international affairs, cyber matters, intelligence, military personnel, and investigations, working in Brussels for the headquarters team.
It involves researching laws, analyzing problems, negotiating internationally, and communicating advice clearly to help meet Air Force goals.
A good fit would be an experienced attorney with a strong background in these areas, who is detail-oriented and comfortable working in a global, high-stakes environment.
Purpose of position: Serves as an Associate General Counsel in the Office of the General Counsel, Office of the Deputy General Counsel (Intelligence, International, and Military Affairs).
Performs legal research and analysis in the solution of legal problems pertaining to matters of interest to the Air Force involving one or more of the following areas: international law matters, cyber law issues, military personnel, security, intelligence, and investigative matters.
GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S.
commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the role and duties of the Government attorney and knowledge of applicable substantive domestic laws, regulations, policies, and international law, as appropriate.
Ability to apply knowledge of the law to help achieve Air Force policy and programmatic objectives. Skill in various research methodologies, including computer-assisted technologies.
Skill in gathering data and conducting interviews or international negotiations. Knowledge of communication methodologies and staffing processes peculiar to the legal profession and the Air Force.
Ability to communicate complex legal issues and theories effectively orally and in writing and knowledge of computer-assisted drafting software, e.g. Microsoft Word, PowerPoint, etc.

Other Conditions of Employment: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. Major Duties:
Assists the Deputy General Counsel (Intelligence, International and Military Affairs) and/or designated supervisor in carrying out responsibilities in matters pertaining to one or more of the following areas: intelligence, cyberspace, international law, military personnel law, and investigations.
Maintains current knowledge of developments and provides advice in areas of assigned responsibilities.
Recognized as a subject matter expert within one or more of the following areas: international law, intelligence, counterintelligence, security, cyber law issues, military personnel matters, and investigations.
Provides legal advice, counsel, and opinions to the General Counsel, Principal Deputy General Counsel, and the Deputy General Counsels and/or designated supervisor on the very complex legal issues related to these areas of expertise.
Represents the General Counsel's office at meetings on problems relating to the functional areas assigned.
Attends meetings with high-ranking officials from DoD, Department of Justice (DoJ), Department of State (DoS), other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters relating to Air Force policy.
Maintains liaison with subject matter legal experts in other military departments and government agencies, and with foreign government representatives as required, and works without supervision on resolving mutual problems, negotiating agreements, and coordinating legal actions and policies.
As assigned and without direct supervision, accomplishes specialized projects, which require a very high level of legal training and experience.
Such projects may involve participation in Air Force or inter-agency working groups, as well as international and multi-national working groups, and may require field trips to military installations and other locations in CONUS and OCONUS.
Represents the office of the General Counsel and/or the Air Force in conferences with senior representatives of DoD and other defense agencies and military departments, other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters of interest to the Air Force.
Prepares and presents speeches in various Air Force operating offices and legal educational seminars.
For matters of particular interest to the General Counsel, serves as agency liaison with: a) assigned trial attorneys and actively guides prosecution, defense, and resolution of claims and lawsuits brought by and against the United States or the Air Force; or b) DoS, other government agencies, international organizations, and non-government entities and actively guides negotiations and resolution of international issues, including claims for money.
