The Program Administrator interprets and applies laws, regulations, policies and procedures for various Commission programs, including federal and state grants, E-911 reporting and submission, the Turnpike Agreement with the WV Parkways Authority, and yearly revenue assessments. Primary responsibilities include:Grants: Serve as liaison with federal partners on financial matters; provide necessary documentation to support grant reimbursements and ensure expenditures comply with mandated guidelines and program budget; communicate with program management and make recommendations for redistribution of budget line items for yearly grant closures; routinely monitor expenditures, reconciling on monthly, quarterly and yearly basis in preparation of timely submission of quarterly reimbursement voucher requests; and, coordinate with and monitor AP and procurement to insure all invoices and expenses are grant-eligible and recorded in a timely manner to seek reimbursement.
Provide analysis and make recommendations to program grants manager and program management concerning available monies remaining in budget line items, appropriate deadlines and parameters for expenditure and/or redistribution, planning for future projects and grant funding resources, as well as projecting line item budgets for newly awarded grants.
Monitor and assist Budget & Finance Manager in year-end closeout for state and federal required reports; inform Manager of the appropriate grant periods and need for set up in wvOASIS, and communicate with Manager for budgeting and planning purposes details of current grants percentages and maintenance of efforts mandates.
E-911: Interpret and implement State Code for the proper collection of E-911 subscriber fees and reports. Maintain E-911 collections data, calculate allocations to be paid to each county and various state agencies, and provide AP with documentation of counties, payment dates and amounts each month.
Assessments: Ensure that utilities operating within the State of WV are in compliance with State Code for the purpose of assessment.
This includes preparation and distribution of assessment letters explaining applicable provisions of law to every regulated utility company within the state as well as out of state regulated utilities operating within West Virginia.
Create and maintain relevant records and calculations used to invoice utilities. Verify remitted assessments are compliant and consistent with invoiced amount.
Resolution may include review of a utility’s annual report filing and contacting the utility. Produce revenue report to Budget & Finance Manager for use in setting yearly assessment rate.
Turnpike Agreement: Ensure compliance with Turnpike Agreement of (Chapter 17, Article 16A, Section 6(a)(14), and Chapters 24 and 24A of the Code of West Virginia, 1931 as amended.
Prepare and submit expenses for Motor Carrier Enforcement Officers (CVEOs) to WV Parkways Authority for reimbursement as set forth in the agreement.
Daily deposits: Record, deposit and reconcile all daily receipts for the agency. Offer procedural recommendations to Motor Carrier and CRTS personnel to issue refunds or generate corrections.
Answer all questions from payees regarding account balance. Research payments. Contact and arrange payments of delinquent accounts.
Produce various daily, monthly and yearly revenue reports for Budget & Finance Manager, Motor Carrier and CRTS as needed or requested.

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Experience as described below may substitute for the required training at a
rate of one (1) year of experience for every thirty (30) hours of training.

Experience: Five (5) years of full-time or equivalent part-time paid administrative experience in
organizing and coordinating administrative program initiatives.
