Professional Trainee II: $4,590 per month (SR-18, Step D)

Requirements

This immediate vacancy is located in the FDA Tobacco Program, which conducts tobacco retail compliance check inspections in Hawaii on behalf of the FDA.

The Program contributes to preventing and reducing the use of tobacco and tobacco products by youth by conducting inspections of retail outlets to determine compliance with state and federal laws governing labeling, advertising, and sales of tobacco products.

This position serves as a primary contact with the U.S. Food and Drug Administration (FDA) on all contract related issues.

It manages field enforcement of the FDA regulations [21 CFR 897014 (a) and (b)] prohibiting tobacco sales to minors and carries out inspections of retail outlets throughout the State using FDA Commissioned Officers and underaged volunteers in controlled, observed undercover buy operations.

Level I:
This is an entry level trainee, receives on-the-job training in the principles, concepts, work processes, methods and techniques, and reference material fundamental to professional aspects of the professional work to be performed, and orientation to the goals, objectives, philosophy, policies, procedures, rules and regulations pertinent to the assigned program.

Level II:
This is the advanced trainee level through which the trainee advances as part of his/her progression to full performance as an independent worker. Work assignments range from the simple to the moderately complex and are generally characterized by clear and specific objectives to be reached by the application of basic methods and techniques of the occupational specialty and specific standards, guides and regulations. The primary work processes and tasks follow well-established procedures, and determinations can be made by the direct application of specific standards, guides, etc. Additional assignments are selected to develop the employee for eventual progression to the independent worker or higher level.

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Prerequisite Knowledge and Abilities Required:

Professional Trainee I:

Knowledge of: Research methods and techniques; report writing, problem solving methods and techniques.

Ability to: Learn the principles, concepts, work processes, and reference material fundamental to the work to be performed, and the goals, objectives, philosophy, policies, procedures, rules and regulations pertinent to the program; successfully complete assignments selected to develop the employee for higher level work; and establish and maintain effective working relationships with others.

Professional Trainee II:

In addition to the knowledge and abilities required at the next lower level: Basic knowledge of professional; work processes; and ability to apply basic methods and techniques of the occupational specialty and specific standards, guides, rules and regulations pertinent to the work.

Education: A bachelor's degree from an accredited four-year college or university.

Level I: No experience required.

Level II: Six (6) months of progressively responsible professional work experience which required a high degree of analytical skill. Such experience MUST have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action. Such experience must have also demonstrated the ability to elicit information orally and in writing; read, comprehend, interpret and evaluate technical subjects, analyses or proposals; and apply problem-solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and prepare clear and concise written reports and recommendations for action.
