Requirements
The General Professional V independently performs highly complex professional work; supervises a staff of professional workers comparable to the IV level; serves as a project or team leader (e.g., initiates and completes highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area; and performs other related duties as assigned.
This position is located in the Office of Elections, which is attached to the Department of Accounting and General Services. This position serves as the head of the Election Support Services Branch and is responsible for supervising all activities related to clerical support, business services (e.g., budget, fiscal and personnel), and logistical/warehousing support for the Office of Elections.
Duties and responsibilities of this position include budget preparation; preparing quarterly expenditure plans, variance reports and other financial reports; and maintaining accounting and fiscal records.

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education: Bachelor's degree from an accredited four-year college or university.
General Experience: One (1) year of responsible professional work experience which required a
high degree of analytical skill which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.
The experience must have been comparable to the
General Professional IV in the State service AND must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled:
The
General Professional IV independently performs complex professional work which involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution.
Selective Certification Requirement (Budget, Fiscal and Personnel Experience): I
n order to perform the duties and responsibilities of this position, the required one (1) year of experience identified above MUST have included demonstrated knowledge of principles and practices of budget preparation and execution and/or principles and practices of personnel and/or fiscal management; report writing; and the ability to plan, organize, and coordinate various administrative staff services such as budget, fiscal and/or personnel matters; interpret and apply applicable statutes, rules, policies and procedures, etc.; establish and maintain cooperative working relationships; and communicate effectively, both orally and in writing. Therefore, certification of eligibles for this position shall be restricted to those applicants who meet the minimum qualification requirements for the class General Professional V and whose experience MUST include at least
ONE (1) year of professional work experience in
two or more of the following areas:
A. Budget preparation and/or financial reporting;
B. Accounting and/or fiscal recordkeeping; and
C. Personnel management functions.
The experience must also demonstrate the
ability to perform administrative assignments, in compliance with applicable federal and state laws, rules and regulations, policies and procedures, etc., and provide the knowledge and abilities described above.
Such Budget, Fiscal and Personnel experience may have been gained
concurrently with, or in a separate capacity from, the aforementioned General Experience.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may
be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Driver's License: Applicants must possess a valid driver's license at the time of appointment.
Substitution Allowed: Relevant substitution as described in the Minimum Qualification Requirements, will apply.
This does not apply for the Budget, Fiscal, and Personnel Experience.
