About the Work Unit

The Maintenance Engineering Services is within the Division of Maintenance & Operations and will operate by four focus points intended to guide management and leadership. The four focus points are:

  • Decision Making: developing decision making tools for Regional Managers and field st aff by providing access to data
  • Preservation: Increasing the Departments focus on preservation treatment in our Bridge, Pavement, and Equipment programs
  • Resiliency: advancing the department’s resiliency and ability to respond to disasters
  • Employee Development: developing employee skills sets, with a focus on technology, across the Department to better meet the future demands of transportation


About the Position

The Roadside and Environmental Management Engineer is is a licensed professional engineer position and will provide expertise in supporting the Maintenance Sections and HQ units with roadside environmental and maintenance engineering programs.

This position provides technical, administrative and contract management support to the Regions and Maintenance Sections in the delivery of roadside environmental programs and Maintenance engineering programs.

This work includes supporting and providing consultation on the integrated roadside management programs with work efforts focused upon environmental and project management to all CDOT Maintenance Sections for stormwater/Municipal Separate Storm Sewer System (MS4) permits, weed spraying, litter control, and other environmental areas.

This position is also responsible for contract management involved in stormwater appliances maintenance and vegetation management.

This position provides engineering support to different aspects of Maintenance efforts and activities to include the design and preparation of Maintenance-projects for bid advertisement.


Your duties and responsibilities will include, but are not limited to, the following:

Roadside Vegetation Management

  • Develop CDOT’s Integrated Roadside Vegetation Management (IRVM) plan to support maintenance roadside Maintenance Program Areas (MPA) and regulatory compliance.
  • Provide Statewide expertise in the area of noxious weed management.
  • Serve as the contact between CDOT and Colorado Department of Public Health and Environment (CDPHE), Environmental Protection Agency (EPA), the Colorado Department of Agriculture State Noxious Weed Coordinator, County weed districts and County committees, or other agencies to set up and manage contracts for weed mapping and cataloging

Water Quality Management

Ensure consistency with the statewide water quality program and help to keep HQ-Environmental Protection Branch in compliance by submitting all required Maintenance Section submittals to HQ in a timely manner to support statewide reporting requirements.

Provide timely responses to HQ for WQ Program audits and proposed regulatory changes.

  • Develop programs and processes for, and administer the other parts of the MS4 program, which includes the Facilities Runoff Control Program, New Development/Redevelopment, inspection and maintenance of permanent BMPs, responding to Illicit Discharge queries, and others.
  • Compile, prepare, review and submit documents to HQ for the MS4 annual reports. Advise and implement regional policies for the MS4 programs. Represent the Maintenance Sections in various committees and teams aimed at improving MS4 permit compliance for CDOT statewide
  • Pavement and Structure Preservation

    • Provide engineering knowledge and expertise to other Maintenance Engineering staff on infrastructure maintenance and preservation when needed.
    • Provide technical assistance coordination between the Materials and Geotechnical Branch and Maintenance Sections.
    • Appy current engineering principles and theories, design specifications, and federal, state, and local design standards to develop safe, efficient, and economical project designs in support of transportation infrastructure asset management and maintenance.
    • Manage maintenance contracts to complete maintenance and preservation activities in support of Regions.

    Maintenance Project Development and Design

    • Serve as the Engineer of record for M-Projects and be in responsible charge of the design
    • Develop Maintenance projects which includes: project development to implementation of plans and specifications, cost estimates, advertisement and construction of maintenance projects and stamping and sealing plan sets

    Engineering Support

    • Provide engineering knowledge and expertise to other Maintenance Engineering staff on infrastructure maintenance and preservation when needed.
    • Provide consultation and support Maintenance Sections with respect to maintenance activities and materials.
    • Manage maintenance contracts to complete maintenance and preservation activities in support of Regions.
    • Other job duties as assigned.

    Work Environment:

    • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday, with the potential for flexible work arrangement.
    • Occasional overnight travel throughout Colorado.
    • Required to operate CDOT vehicles

    Qualifications

    Minimum Qualifications

    • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors

    OR

    • Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it is a condition of employment to obtain a Colorado PE license within six months of hire.

    Conditions of Employment

    • A current valid driver’s license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
    • If meeting qualifications with an out-of-state PE license, it is a condition of employment to obtain a Colorado PE license within six months of hire.
    • Position requires Qualified Supervisor licensure with the Colorado Department of Agriculture within 12 months of hire.

    The exceptional applicant will be an experienced licensed engineer and will possess the proven ability or accomplishment in the following:

    • Years of State service experience related to the duties of this position;

    • Knowledge and experience in civil engineering design and construction;
    • A current working knowledge of engineering processes, theories, laws, principles, conceptual models, and best practices;
    • Knowledge and experience with engineering fundamentals, CDOT's Standard Specifications for Road & Bridge Constructions, MUTCD and M Standard drawings;
    • Experience in training development and delivering training to a diverse audience;
    • Ability to work under tight deadlines and be adaptable to changing assignments;
    • Ability to take initiative to solve problems in an innovative manner;
    • Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made and commitments;
    • Effective interpersonal and relationship-building skills;
    • Strong time and project management skills, including prioritization and multi-tasking ability;
    • Excellent reasoning, investigative, analytical, and problem-solving ability;
    • Excellent facilitation, presentation, and communication skills, both written and oral;
    • Strong attention to technical detail and accuracy;
    • Passion for transportation safety;
    • Fluency in CAD, Bluebeam, Adobe InDesign, Microsoft Office Suite (Word, Excel, PowerPoint), Gmail and Google Applications, SAP, and the ability to quickly learn other software systems.
