This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel may be required.
The Washington State Department of Corrections Information Technology team is seeking a highly motivated and collaborative Product Line Owner (IT Policy and Planning Senior Specialist) to help drive the future of our technology services.
This role plays a critical part in shaping how IT solutions are planned, prioritized, and delivered across the agency, ensuring technology investments align with DOC’s strategic priorities and business needs.
As a Product Line Owner, you will report to the IT Product Line Manager and take ownership of the Product Line Backlog, translating agency priorities into actionable work for delivery teams.
You will work closely with the PLM to ensure the right initiatives are prioritized at the right time, balancing business value, technical feasibility, and legislative or policy-driven requirements.
In this role, you will collaborate with developers, vendors, testers, business analysts, and DOC business partners to guide the delivery of .NET and vendor-supported applications.
Through two to three agile sprints planned into the future, you will help ensure enhancements, new features, and system improvements are delivered efficiently, securely, and with the end user in mind.
Throughout the agile lifecycle, you will provide professional consultation on system enhancements and technical solutions, ensuring that analysis, design, development, testing, and implementation activities are aligned with DOC’s mission-critical needs.
You will also work with internal and external stakeholders to identify, evaluate, and prioritize technology solutions that support DOC’s strategic objectives and legislative requirements.

Five (5) years’ experience in Corrections, Business Analysis, or Product Line Management, demonstrating the ability to plan and manage time effectively by identifying and handling competing priorities professionally while making effective decisions within short timeframes, taking appropriate action to ensure continued delivery of services.
This can be gained concurrently.

Telework Details
This position may be allocated for telework.
Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.
Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.
Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.
Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
