The Opportunity

WSDOT is currently seeking a Procurement & Supply Specialist 2 (PSS2) position to support the agency’s mission by providing purchasing and inventory services for all region staff to have the materials and supplies they need for their daily work activities.

Specifically, this position assists the PSS4 with the purchasing and inventory activities for North Central Region, maintaining and monitoring inventory levels to assure optimum use of state funds.

This position provides outstanding customer service, follows the purchasing rules and regulations, uses the Department of Enterprise Services (DES) contracts, processes surplus, purchase orders and reviews P-Card transactions.


What to Expect

Among the varied range of responsibilities held within this role, the Procurement & Supply Specialist 2 will:

  • Assist the Procurement & Supply Specialist 4 with their duties; provide information in response to purchasing inquiries.
  • Coordinate purchasing by research and determine appropriate course of action/procurement including, but not limited to DES contracts, competitive bids (WEBS), Sole Source Acquisitions or Direct Buy.
  • Fill out Purchase Orders (PO) in the Purchase and Order System, placing orders with vendors according to the purchasing manual guidelines.
  • Monitor the consumable inventory system using Data Mart/Cognos, WSDOT Purchase & Order System and the Consumable Inventory System.
  • Perform inventory functions, including coordinating purchasing of consumable inventory, monitoring inventory levels, analyzing, and interpreting of complex data contained in reports such as inventory turnover, inventory order point, average daily supply averages, and determining inventory order points and yearly usage.
  • Establish and maintain effective working relationships with suppliers, customers including all WSDOT Regions, WSF, Aviation, fellow employees and other statewide agencies.
  • Operate a forklift, pallet jack, and movable stairs; shipping, receiving, parcel, and mail delivery; and maintain arrangement and cleanliness of North Central Region Stores Warehouse and its equipment.


Qualifications

To be considered for this opportunity, the following competencies are required:

  • Procurement and Inventory Management: Experience in large-scale procurement and inventory control in a government or business setting.
  • Purchasing Compliance and Policy Adherence: Ability to reference and follow established purchasing procedures, regulations, policies, and rules.
  • Procurement Systems and Computer Proficiency: Experience using personal computers and Microsoft Office (Word, Excel, Outlook), and other software systems for purchase documentation and inventory tracking.
  • Multitasking and Workload Management: Ability to manage multiple tasks concurrently and remain effective despite interruptions.
  • Sourcing and Supply Decision-Making: Ability to make informed sourcing decisions based on general knowledge of procurement and supply practices.
  • Professional Communication: Ability to communicate clearly and effectively, both verbally and in writing.

In addition to the above, the following are also required:

  • A valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to receive and maintain a forklift operator certification within three (3) months of employment.
  • Ability to bend, kneel, stoop, reach, and stand to ship, receive and store goods.
  • Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.


It is preferred that qualified candidates also have:

  • Business Communication and Document Development: Demonstrated ability to use electronic communication tools and standard software applications to create reports, spreadsheets, work papers, instructions, memos, etc.
  • Government Purchasing Knowledge and Compliance: General knowledge of purchasing procedures, regulations, policies, and rules related to government contracting, and the ability to apply them in daily work activities.
