The Opportunity

WSDOT is currently seeking a Procurement & Supply Specialist 1 to join the Central Sign Shop.

They will be responsible for ordering, receiving, processing, and tracking orders and services to and from vendors, managing payroll, and assisting with inventory control maintenance in warehouse and manufacturing setting.

In addition, this position performs fiscal activities in a variety of work areas such as processing sign order invoices for billing, record keeping, analysis, and overseeing fiscal records while compiling and ensuring the accuracy of reports.

This position is dedicated to performing this challenge, as well as integrating the WSDOT Strategic Plan Goal Areas of Diversity, Equity, Inclusion, Resilience, and Workforce Development.


What to Expect

Among the varied range of responsibilities held within this role, the Procurement & Supply Specialist 1 will:

  • Review, prioritize requests, and place orders with vendors according to purchasing manual guidelines using authority of state contracts, general authorities or bid quotations; use the purchasing card in transactions verbally, online, and open purchases.
  • Research new sources of supplies; locate and contact vendors and suppliers.
  • Initiate change orders and supplemental agreements for goods and services; receive orders according to purchasing manual and inventory manual.
  • Verify shipments by checking field orders and purchase orders against the shipper's packing list and parts received
  • Maintain the inventory system.; use barcode system to create pick tickets and monitor inventory levels.
  • Reconcile records with activity transaction log, sign orders, pick tickets and Consumable Inventory Computer System (CICS); create inventory reports for inventory management using Data Mart.
  • Assist Procurement and Supply Specialist 2 with pulling inventory for fabrication; handle aluminum, vinyl sheeting, and other inventory items weighing up to 50 lbs.; use portable stairs; operate a forklift and man lift, to a height of 15'.
  • Operate a computer using various software programs to include File Maker Pro, and the Microsoft Suite products to track and create reports for multiple sign orders from the WSDOT Regions and other government agencies statewide.


Qualifications

To be considered for this opportunity, the following competencies are required:

Procurement & Inventory Management: Basic knowledge of procurement methods, purchasing policies, and contract administration.

Basic knowledge of purchasing practices and stock control procedures, with demonstrated experience in ordering, receiving, and maintaining a variety of materials, supplies, parts and equipment, and managing multiple work orders.

  • Billing & Accounting: Demonstrated experience performing clerical duties of a fiscal nature, such as payroll processing, monthly billing cycles, accounts payable/receivable, and/or fiscal record keeping and filing.
  • Technical and Computer Literacy: Knowledge of Microsoft Office applications (Excel, Outlook, etc.) and ability to utilize databases and software related to inventory, procurement, contract management, and accounting.
  • Effective Customer Service and Communication: Proven ability to provide prompt, professional customer service and communicate effectively.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.

  • In addition to the above, the following are also required:

    • Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.


    It is preferred that qualified candidates also have:

    • Material Handling and Logistics: Demonstrated experience operating forklifts and other powered industrial equipment as a certified operator to handle, move, and organize materials efficiently.
    • Program Proficiency: Knowledge of FileMaker Pro 19.
