Procurement Supervisor (WMS2)Agency Internal OnlyThis recruitment is exclusively for current DES employees only. External applications will not be considered at this time.

About the positionThe Procurement Supervisor is responsible for managing a team of contract professionals, as well as contributing to the team concept by participating in, developing and leading procurements/contract management using new C&P processes, tools and templates, interpreting and applying, statewide procurement and contracting laws, rules, policies, best practices, and guiding customer agencies and staff accordingly, as the team’s leader.
This role is directly responsible for the development, coaching, and mentoring of staff.
This is a working supervisor position that has the lead responsibility for developing and managing internal and external state contracts, procurements and consulting projects.
These complex procurements and contracts include a wide array of goods and services in direct support of DES, all Washington state agencies, political subdivisions and nonprofit organizations.
This position manages a work unit that contributes to a division total contract value of $1.5 billion.

Requirements
Some of what you will enjoy doing:This position is not limited to the responsibilities listed above and may be required to perform other relevant duties to meet the business needs of DES or the State- Manage a team of professional staff within a procurement and contracting program
- Analyze, implement, and manage compliance with chapter 39.26 RCW to provide expert level consultation related to statewide, single or internal procurements and contracting
- Manage or conduct complex high-level and high-risk procurement and contracting projects involving multiple parties and millions of dollars for DES or for entities across the state
- Influence and help develop major statewide procurement and contracting policies and procedures
- Develop and maintain customer partnerships, acting as liaison to assist with and consult on statewide procedures for goods and services procurements and contracting, in accordance with applicable authorities
- Obtain, analyze, interpret requirements, rules, policies and other information from electronic and other sources, and provide expert level consultation and support to customer agencies and staff
- Demonstrate professional interpersonal skills
- Coach and mentor team members on an ongoing basis and provide them with necessary training
- Performance management of team members both positively and constructively
- Work creatively and collaboratively with others to identify issues, provide analysis, and recommend solutions designed to meet the goals and objectives of the program; independently resolve problems within the scope of position to prevent problems
- Work effectively with the Statewide Procurement Managers, the Assistant Director and other executives, supporting strategic and tactical business plans for the program and management decisions
- Exercise reliable independent judgment consistently, within scope of position's authority
- Participate in work groups or other initiatives affecting statewide agency and state government policies and practices
- Help staff develop and implement team concept, project matrix and project management
- Encourages the agency Lean organizational culture that promotes the practice of respect for people, openness, trust and safety, transparency, collaborative problem solving, managing with data, incremental continuous improvement
- Contribute to the development of contract general terms and conditions for use in state contracts
- Improve the efficiency of procurement and contracting processes
- Review, approve, and execute contracts ensuring compliance with applicable rules, policies, and procedures
- Learn new methods, including those employing new software, programs or platforms, as may be required to complete assignments
- Travel to any area of Washington State or out-of-state and remain overnight, as necessary
Qualifications
Required Education, Experience, and Competencies:
Any combination of relevant experience and/or education totaling nine (9) years:- Relevant experience includes conducting competitive procurements, negotiating and managing contracts, contract cost analysis or contract compliance auditing, or other related fields
- Relevant education includes business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field
AND a minimum of (1) year of leadership experience that includes any of the following:- Supervising a team
- Leading large-scale projects
- Providing problem solving consultation or mentorship to adults through complex tasks
Required skills and abilities: - Demonstrated ability to think in strategic terms in addition to tactical terms
- Demonstrated ability to know, apply, and enforce laws and policies and, when needed, take staff corrective action or disciplinary action
- Demonstrated ability to communicate with executive management
- Demonstrated ability to apply Lean principles and embrace a continuous improvement, employee empowered culture
- Knowledgeable in the use of word processing, data base, and other hardware and software effectively
- Ability to write clearly, concisely, and effectively
- Demonstrated initiative
- Demonstrated values of integrity, respect, a positive work attitude, and teamwork
- Ability to evaluate and enforce safety rules for the well-being of the staff
Preferred/Desired:- Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or equivalent certification
- Member of a state bar association
- Knowledgeable of Washington state laws and regulations governing government contracting
- Expert level vendor/customer relationship management
- Excellent customer service
