Under general supervision of the Procurement Supervisor, this position performs advanced level purchasing of a variety of goods and services within the Department of Environmental Protection; Division of Land Restoration (DLR).
Duties include:
Serves as point of contact for all DLR offices, consisting of the Office of Abandoned Mines Lands (AML), the Office of Environmental Remediation (OER), the Office of Special Reclamation (OSR) and the Landfill Closure Assistance Program (LCAP).
Employee will ensure the procurement of complex reclamation, design and construction projects and services are in accordance with established rules and laws.
Employee will work with staff, as well as independently, to ensure that DLR obtains environmental design, construction and reclamation contracts, emergency contracts and change orders within appropriate time frames and in conformance to Agency and Statewide purchasing standards.
Employee is responsible for coordinating, reviewing, preparing and processing addendums, bid tabulations, bid award memos and any additional forms needed for bid award.
Awards purchase orders to the lowest responsible bidder.
Will be required to initiate, review and process all change orders and to ensure that all paperwork is submitted in a timely manner.
Employee is responsible for writing and reviewing specifications for reclamation, design and construction projects, as well as for the procurement of goods and services.
Employee will ensure the completeness and accuracy of procurement documents prior to entering into the WV OASIS system for solicitation.
The employee will ensure that DLR purchases that fall under the WV Purchasing Division’s purview meet all purchasing rules and regulations.
Will travel throughout the state to attend pre-bid meetings for solicitations and emergencies to ensure correct information regarding procurement is relayed to the vendor community and questions are answered.
Serves as the chairperson or co-chairperson for the Expressions of Interest (EOI) evaluation committee.
Will be required to travel throughout the state to attend committee meetings and evaluations.
Employee will be responsible for review of all documents for EOIs and projects to be put out for bid in WV OASIS.
Will maintain procurement tracking system, log contract expiration dates, contract renewals, pre-bid dates, bid openings, awarded contracts, and closeouts on assigned projects.
Will track expenditure on open-end contracts on a constant basis.
Will inform staff when action needs taken.
Employee will be responsible for entering contract information into the WV OASIS system.
Will act as lead worker for office procurement staff. Reviews, approves, and rejects for errors Procurement Associates’ and Procurement Specialist’s procurement documents (ADOs, APOs, change orders, etc.).
Will serve as a PCard sub coordinator by reviewing cardholders’ transactions, rejecting errors made by PCard holders, and approving transactions for payment.
Monitors invoices and purchases made against agency and/or statewide contracts by auditing purchases for correct pricing and adherence to contract specifications.
Will assist in educating and training DLR staff on state code, purchasing rules, regulations, processes and procedures. Will keep DLR staff informed of any changes in policy and standard operating procedures and forms.
Conducts market research which may include research and/or contacting vendors and suppliers, manufacturers and testing facilities to gain information on new products, sources of supply, changes in specifications, price changes and design and capabilities of commodities.
Will develop standard operating procedures (SOP’s) to workflow procurement documents. Will develop and maintain checklists and job aids for DLR procurement staff to workflow procurement documents effectively and efficiently.
Will work with the Office of Surface Mining and AML budget staff to ensure appropriate funds and grants are used. Will work with the Office of Surface Mining for approval of contractors.
Employee will work with grant personnel to ensure appropriate grants are being utilized for all projects and payments, audit invoices for goods and services to ensure contract adherence and that all laws, guidelines, and procedures are being followed.

Employee must have the ability to communicate effectively and establish and maintain effective working relationships with the general public, supervisors, coworkers, and staff.
Must be able to travel to regional offices, pre-bids and EOI’s. Employee will perform other duties as required and/or assigned.
Regular attendance is an essential part of this position.
