Full Job Description

Procurement Manager I
The South Carolina Department of Administration (Admin), Office of Administrative Services (OAS), is seeking a Procurement Manager to join our team. Admin is committed to delivering high-quality administrative and operational support to state agencies across South Carolina. In this role, you will lead and coordinate purchasing and strategic sourcing activities for the agency and its Shared Services partners, ensuring compliance with state procurement regulations and promoting efficient, cost-effective purchasing practices. You will also serve as a trusted resource by providing guidance and training to internal and external stakeholders on procurement processes within South Carolina state government.
This position is onsite in Columbia, SC.
Responsibilities of the Procurement Manager I:
  • Assist Shared Services agencies with specification/scope of work writing and market research.
  • Review requests for appropriateness, compliance, and completeness before issuing purchase orders or changes to existing requests.
  • Support users when help is requested relating to the South Carolina Consolidated Procurement Code, applicable regulations, and policies/procedures.
  • Guide Shared Services agencies through contract management and/or contract controversies.
  • Develop solicitation documents in accordance with appropriate South Carolina Enterprise Information System processes and procedures.
  • Work with Director to develop training materials for internal staff and external customers related to procurement topics.

Requirements

A bachelor's degree and experience in procurement and contracts. Relevant experience may be substituted for the bachelor's degree on a year-for-year basis.

Additional Requirements:

  • Knowledge of rules, regulations and provisions of the Consolidated Procurement Code.
  • Knowledge of procurement management.
  • Knowledge of the suppliers of various goods and services.
  • Ability to identify and analyze factors related to the awarding of contracts.
  • Ability to train other personnel and supervise their work.
  • Ability to establish and maintain good working relationships.
  • Ability to communicate effectively.
