You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 or equivalent performing duties such as: Advanced knowledge and ability researching and formulating drafts for substantive documents, including papers, reports, and policy regarding the application of law or policy in the areas of immigration, custody, or program oversight.

Managing diverse business operations functions including procurement, acquisition and contract management resources, business operations, and resource management functions.

Advanced level of understanding of Business Process Re-Engineering and/or Change Management principles to conduct highly complex analyses of business processes.

Utilizing Business Intelligence Financial systems such as but not limited to PRISM, FFMS, and SharePoint. Qualification requirements must be met by the closing date of this announcement.

Major Duties:

As a Procurement and Business Resources Management Analyst, at the full performance level you will perform the following duties: Utilizes expert level communication methods and techniques, both oral and written, to provide thorough written and oral reports that are sound and contain well-considered conclusions, alternatives, recommendations to upper levels of management.

Possesses Expert knowledge of contract laws, regulations, procedures applicable to the acquisition and contract administration of extensive or unique equipment, services, and construction.

Represents the Agency in meetings, in contract negotiations, and formal presentations with other organizations and other interested parties.

Responds to requests from Congress utilizing various communication methods.
