Full Job Description

This position is being filled under the Direct-Hire Authority (DHA) authorized under 5 U.S.C Section 3304 and 5 CFR Part 337, Subpart B.

Veterans Preference: Veterans preference does NOT apply under this DHA. This announcement will close after 75 applications have been received or at the specified closing date. Whichever comes first.

To minimally qualify for this position, you must meet all the following requirements: Basic Requirements for GS-1102-14 Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions.

At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.

This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.

With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver.

If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

In addition to the meeting the Basic Requirements for this position, you must have one year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience for this position is defined as experience that demonstrates mastery of federal acquisition principles, policies, and procedures and is equivalent to at least the GS-13 level in the Federal service.

Specialized experience must include: Leading or overseeing complex or unprecedented procurements, such as research and development, prototype systems, or major program acquisitions, including determining appropriate contract types, pricing arrangements, and negotiation strategies.

Developing, interpreting, or implementing acquisition policies, procedures, standard operating procedures, or agency-wide procurement guidance, and providing authoritative policy interpretation to contracting staff and management.

Conducting in-depth contract compliance reviews of complex or unusual contract actions to ensure adherence to the FAR, agency regulations, and sound procurement practices, and recommending corrective actions.

Serving as a technical expert or senior advisor on procurement matters, providing guidance to contracting officers, program officials, and leadership on acquisition strategies, regulatory requirements, and resolution of contracting issues.

Leading or managing procurement system initiatives, including implementation, evaluation, or improvement of automated acquisition systems, and providing training or technical support to users.

Applying expert knowledge of the Federal Acquisition Regulation (FAR), Federal Acquisition Streamlining Act (FASA), and related procurement laws and regulations to plan, negotiate, award, and administer complex contracts.

Managing or coordinating large-scale acquisition projects or cross-functional initiatives, including planning, analysis, and oversight of procurement activities.

Maintaining a Federal Acquisition Certification in Contracting FAC-C (Professional) or DAWIA equivalent, including completion of required continuing education.

Selective Placement Factor (SPF) Federal Acquisition Certification in Contracting - FAC-C (Professional) or higher This position requires the applicant to possess a current FAC-C (Professional) or an equivalent DAWIA Contracting Certification at the time of application.

This certification is essential to perform the duties of the position, which include providing expert acquisition policy guidance, leading complex procurement actions, conducting compliance reviews, and advising senior leadership on contracting matters.

Note: Defense Acquisition Workforce Improvement Act (DAWIA) is a law that requires standardized training, certification, and career development for DoD acquisition professionals.

The Procurement Analyst serves as the agency's senior expert and lead advisor on acquisition policy, procurement systems, and complex contracting matters.

The position develops, interprets, and implements agency-wide procurement policies and procedures; leads major initiatives involving automated acquisition systems; and conducts in-depth compliance reviews of complex or unusual contract actions.

The incumbent provides authoritative guidance to contracting officers and management on acquisition strategies, regulatory requirements, and resolution of contracting issues.

The role also includes leading projects involving high-risk or precedent-setting procurements, evaluating contract documentation for regulatory compliance, and advising on contract type, pricing, and negotiation approaches.

The analyst represents the agency in high-level procurement discussions, ensures alignment with federal acquisition regulations, and supports continuous improvement of procurement processes and systems.
