Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Works under general supervision of the Deputy Chief, Contracting Division who makes assignments in terms of general objectives.

Supervisor assigns work in terms of objectives and priorities with assistance provided on new or unusual assignments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing 2 out of the 3 following duties: 1) Determining different types of contract, provisions and options to prepare solicitation packages, OR 2) Performing pre and post award negotiations to determine price reasonableness or resolve disputes or claims, OR 3) Conducting briefings on contracting procedures.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • The incumbent performs a variety of acquisition related program management, contractual reviews, reporting requirements, monitoring and analysis requirements, and preparing pre and post documentation for Advanced Acquisition Planning Board meetings.
  • Performs review, audit, research, and training duties ensures and/or verifies that all actions meet regulatory requirements.
  • Is assigned as quality assurance and compliance reviewer and is charged with reviewing all complete contractual packages.
  • Manages and conducts contract close outs, as well as Customer Performance Reporting System (CPARS) tracking and system admin responsibilities for the Division.
  • Incumbent serves as the functional and operational manager, Systems Administrator (SA), for Procurement Desktop Defense (PD2), Electronic Bid Sets (EBS), and Corps of Engineer Financial Management System (CEFMS).
  • Assists the SA in resolving hardware software problems; assists other employees with problems and trains new employees on the use of the system.
