Job Description

Summary

This role involves helping to manage privacy and compliance issues in a health and human services department, such as analyzing laws, providing guidance on data protection, and supporting training on regulations like HIPAA.

A good fit would be someone with a background in policy development and supervisory experience who is detail-oriented and comfortable working with legal and privacy matters in a government setting.

Key Requirements

  • Bachelor's degree from an accredited college or university (Master's preferred)
  • Four years of experience in creating or reviewing policies and procedures
  • At least two years of that experience in a supervisory capacity
  • Ability to analyze and interpret laws and policies
  • Knowledge of HIPAA and PII (Personally Identifiable Information) regulations
  • Experience in producing reports on potential violations and providing guidance
  • Submission of transcripts, certifications, or licenses with application

Regular Schedule: 34 hours per week

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A non-merit vacancy exists in the Department of Health and Human Services, Bureau of Finance & Administration.

Requirements

Essential Job Duties

  • Assist with designing studies to answer high-priority privacy and compliance questions.

  • Assist in analyzing and interpreting laws and policies for leadership.

  • Participate in HIPAA training activities relating to agency and County, including producing reports on potential violations.

  • Responds to requests from within and outside of the agency for guidance on HIPAA and PII clearance.

  • Attend meetings within and outside of the agency relevant to advancing agency privacy objectives.

Qualifications

Graduation from an accredited college or university with a bachelor's degree. (Master's Degree preferred)
Plus
Four years of experience in creating or reviewing policies and procedures, two of which were in a supervisory capacity.

Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies of unofficial transcripts are acceptable. Proof of licenses, certifications and/or education must be submitted with each application.

Physical and Environmental Conditions
The work of this position is essentially sedentary, with occasional walking and/or lifting or other restricted physical activities.
