Full Job Description

Department of the Interior structures its Senior Executive Service (SES) positions into categories to determine the minimum pay for each position. This is a category 4 position.

The minimum pay for this position is $165,396. Pay is set based on consideration of the selectee's current salary and other factors. This position is subject to Indian Preference.

Veterans preference does not apply to the SES.

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

To meet the minimum qualifications, you must submit a two-page resume (max) that shows you possess the Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs).

Technical Qualifications (TQs) are designed to assess an applicant's experience relevant to the specific position requirements.

Your resume should clearly demonstrate your experience and accomplishments related to the two TQs below: TQ 1: Knowledge of higher education accreditation, financial accounting, contracting, property management, policy development, performance measurements and evaluative systems, workforce planning, grants administration, facilities management and safety, communications management, audit and evaluation, management control reviews, conflict resolution and equal employment sufficient to provide policy guidance and oversight.

TQ 2: Ability to formulate and execute strategic and annual plans and budgets with goals, objectives, milestones, performance standards and measurement systems.

Your two-page resume should also show that you possess the Executive Core Qualifications listed below: By statute, the Office of Personnel Management prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members.

The ECQs were designed to assess executive experience and not technical expertise.

ECQ 1-Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken.

Typically experience will have been gained at the GS-15 or equivalent in the private sector or non-governmental organizations. Already SES Certified?

If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a two-page resume and personnel action showing you have held a career SES position.

SES CDP graduates must submit a two-page resume and a copy of their CDP program certification with their package. Major Duties:

1. Provides day-to-day executive oversight and management of the programs under Haskell Indian Nations University (HINU).

Directs the review and development of administrative needs and requirements and creation of solutions to develop and sustain administrative excellence throughout the full reach of HINU.

Collaboratively works with staff to identify needs and problem areas within each of the administrative functions and ensures that corrective actions are taken.

Monitors the delivery of products and services with the administrative operations program.

Collaborates with the Associate Deputy Director of Post Secondary Education and Director - BIE to develop solutions for identified problem areas. 2.

Fosters and sustains strategic relationships with key institutional stakeholders, including the HINU Alumni community, the HINU Foundation, and the National Board of Regents.

Serves as the principal representative of the University in cultivating partnerships that support the institution's mission, strategic priorities, and long-term sustainability.

Collaborates with alumni leaders, foundation executives, and governing board members to promote philanthropic support, strengthen alumni engagement, and advance institutional initiatives that benefit Native students and tribal communities.

Provides leadership in coordinating communication and collaboration among these entities to ensure alignment with university goals, effective governance, and the responsible stewardship of resources.

Leads Haskell Indian Nations University in data-based decision making to drive institutional effectiveness, student success, and operational performance.

Uses analytics and performance metrics to guide online class development and delivery, monitor student engagement, and improve retention.

Applies evidence-based analysis to curriculum development, aligning programs with student outcomes, tribal community needs, and labor-market trends.

Integrates institutional data into strategic planning to set measurable goals, allocate resources, and support long-term priorities.

Establishes and oversees a performance management framework that tracks progress, identifies gaps, and ensures accountability across academic and administrative functions. 3.

Provides executive oversight of effective/efficient administrative operations and services, ensuring they meet the needs of the Bureau and ensuring they result in effective delivery of BIE programs to Indian tribes and people, including: building and maintaining an effective Instructor recruitment program to develop a pipeline of highly qualified candidates to work at HINU; developing systems and providing executive oversight of procedures and processes related to financial management, budget management, contract and grant administration and real/property management; leveraging, building and providing oversight of state-of-the-art education systems and technology to automate records, bring new technologies to classrooms; ensuring appropriate policies, procedures, standards and systems are in place for efficient and effective facilities management and construction, environmental safety and student and faculty safety at schools; implementing effective communications and utilization of social media to reach parents, students, faculty and other interested education partners; and ensuring the effectiveness of management controls, preparation of annual assurance statements and timely correction of identified weakness.

The President also establishes accountability and transparency for all administrative program areas; reviews, monitors and evaluates the administrative support programs for operational effectiveness, compliance with applicable laws and regulations and attainment of goals/ objectives; identifies administrative activities that have policy implications and takes necessary action.

4. Provides executive oversight of all HINU financial management programs.

Ensures that financial strategies, resources and systems are aligned with and fully supportive of the HINU mission, strategies, resources and operational and business needs.

Oversees the development and implementation of financial strategies including results-oriented budget approaches, applicable performance metrics and goals, timely and accurate accounting and financial reporting, effective controls over contract cost and performance, and complete and accurate property accounts.

Oversees the coordination and completion of annual financial reports, the development of plans to correct identified deficiencies in fiscal operations, and the implementation of corrective actions. 5.

Provides executive oversight in the timely resolution of all investigative referrals and audits of HINU operations.

Coordinates resolution of audit findings directed to organizations that receive grants from or contracts with BIE. Serves as the liaison with departmental offices for the management control program.
