This job involves managing the entire mail program for a defense supply center, including handling daily mail sorting and delivery, tracking budgets and costs, and ensuring everything follows government rules.

See below for important information regarding this job. To qualify for a Postal Operations Specialist, your resume and supporting documentation must support: A.

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-06 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Reviewing and applying administrative procedures relating to mailroom policies and practice.

Processing incoming and outgoing mail using established procedures. Assisting in tracking accountable materials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires an equal combination of sitting and physical activity such as standing, walking, bending, stooping, and carrying of packages, pouches, or bags of moderate weight (under 50 pounds) and occasional lifting and carrying of heavier materials.

Work Environment: Work is primarily performed in an adequately lighted and climate controlled office.

Daily travel outside the normal setting is required to transport outgoing accountable mail to the outlying DSCR locations/buildings and periodic travel across post to training location subjecting incumbent to weather conditions and everyday risks or discomforts requiring normal safety precautions.

Major Duties:

  • Oversee the complete official mail program at the Defense Supply Center Richmond (DSCR).
  • Manages the mail budget, tracks all postage costs, analyzes spending for savings, and reports financial data to management.
  • Oversee all daily mail activities, including sorting, processing, and establishing efficient pickup and delivery schedules.
  • Provides technical guidance and advice to customers on matters relating to mail and distribution, accountable mail, and tracking accountable mail to include common carriers, e.g. FedEx, UPS.
  • Inspects and monitors mail contents prior to dispatch to ensure it relates to the conduct of official government business
  • Evaluates program areas to improve the efficiency and effectiveness of mail services and makes recommendations to management for improvements.
  • Ensures all mail complies with government regulations.
