Full Job Description

This position is located in the Privacy Branch of the Office of Information and Regulatory Affairs (OIRA) within the Office of Management and Budget (OMB) in the Executive Office of the President (EOP).

More than one selection may be made from this announcement.

OIRA leads the government-wide review of regulations, approval of information collections, and implementation of information, privacy, and statistical policy, focusing on team-based working relationships across OMB.

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position.

The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private or public sector.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector that demonstrates (1) Reviewing policies, legislation, or initiatives to understand privacy implications; (2) Applying privacy laws (e.g., Privacy Act of 1974, E-Government Act of 2002, Federal Information Security Modernization Act of 2014) or privacy policies to organizational actions; and (3) Coordinating privacy matters within an organization.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR A combination of experience and education.

(Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above.

The total percentages must equal at least 100 percent to qualify.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector, that demonstrates the following: (1) Reviewing policies, legislation, or initiatives to understand privacy implications and taking proactive steps to address them; (2) Applying privacy laws (e.g., Privacy Act of 1974, E-Government Act of 2002, Federal Information Security Modernization Act of 2014) or privacy policies to complex organizational actions; (3) Coordinating on privacy matters within an organization and across organizations; and (4) Developing policy documents on privacy or a related subject.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private or public sector, that demonstrates the following: (1) Reviewing complex policies, legislation, or initiatives to understand privacy implications and taking proactive steps to address them; (2) Applying privacy laws (e.g., Privacy Act of 1974, E-Government Act of 2002, Federal Information Security Modernization Act of 2014) or privacy policies to complex organizational actions with cross-organizational stakeholders; (3) Coordinating on privacy matters within an organization and across organizations; (4) Developing policy documents on privacy; and (5) Working with partners to build a multi-stakeholder consensus across the organizational structure on a privacy-related matter.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private or public sector, that demonstrates the following: (1) Reviewing complex policies, legislation, or initiatives to understand privacy implications and leading a team to proactively address them; (2) Leading a team to apply privacy laws (e.g., Privacy Act of 1974, E-Government Act of 2002, Federal Information Security Modernization Act of 2014) or privacy policies to complex organizational actions with cross-organizational stakeholders; (3) Coordinating on privacy matters at a senior level within an organization and across organizations; (4) Leading the development and drafting of policy documents on privacy; and (5) Leading the development of a multi-stakeholder consensus across the organizational structure on a privacy-related matter.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

OIRA is seeking motivated, analytically rigorous, and collaborative individuals to join the Privacy Branch as a Policy Analyst.

Policy Analysts within the Privacy Branch are the core source of expertise on matters pertaining to the development, implementation, and oversight of policies, principles, standards, and guidelines on information privacy across the Executive Branch.

The position requires analytic, communication, and organizational skills, along with the ability to prioritize and be flexible.

Successful candidates will have public policy, economic, legal, computer science, data science, or statistical experience, working toward the goal of ensuring that government regulations and information policy are effective, efficient, informed by quality analysis, and consistent with Administration priorities.

As a Policy Analyst in the Privacy Branch, GS-0301-11/12/13/14/15, your typical work assignments may include the following: Guides agencies in meeting the privacy requirements established in Federal law and ensuring that personally identifiable information is appropriately handled across Executive Branch programs and services.

Develops and presents privacy policy recommendations to higher-level decision makers. Develops government-wide guidance documents and materials establishing privacy policies.

Supports Federal agencies in the implementation of privacy law and guidance, including by providing assistance and clarification where needed and by supporting the work of the Federal Privacy Council to improve privacy practices.

Oversees agency implementation of Executive Branch privacy policy. Collaborates with senior staff in the preparation of position papers, briefing documents, and other materials.

Reviews and evaluates agency privacy programs, including privacy program plans, breach response plans, privacy policies, and privacy compliance documentation (e.g., Privacy Act system of records notices, computer matching notices, Privacy Act statements, Privacy Act regulations).

Reviews agency regulatory, policy, and legislative proposals, and other materials that impact individual privacy in the handling of personally identifiable information, for alignment with applicable law and OMB policies.

Develops and executes privacy and information policy oversight processes.

Ensures that Executive Branch policies, products, and initiatives are consistent with OMB privacy and related information policies.

Reviews, analyzes, and provides recommendations on proposed Executive Branch products and communications with privacy implications, including national-level directives, Executive Orders, guidance, policy statements, regulations, reports, and Executive Branch correspondence.

Reviews, analyzes, develops, monitors, and provides technical assistance on legislative proposals and testimony that implicate privacy law or policy.

Provides written and oral recommendations to OIRA and OMB leadership in the development of policy positions and statements on matters that have privacy implications.

Provides advice to OIRA and OMB leadership and to others across the EOP to ensure Administration initiatives are implemented in compliance with law, OMB privacy policy, and related information policy requirements.

Coordinates agency and OMB positions on privacy policy and related information policy issues, including matters related to data governance, artificial intelligence, information system development and authorization, records management, and access to government information.

Coordinates and reviews actions submitted to OIRA under Executive Order 14215, Ensuring Accountability for All Agencies, which concerns the review of actions submitted by all regulatory agencies.
