Job Description

Summary

This job is for experienced police officers to join the Norfolk Police Department, where you'll protect residents, prevent crime, and maintain peace in a city of over 244,000 people.

It targets certified officers from Virginia or other states, as well as in-state jailors or deputy sheriffs looking to transfer into full police roles.

A good fit would be someone with at least one year of law enforcement experience who values service, integrity, and community safety and is ready for specialized training to adapt to Norfolk's standards.

Key Requirements

  • At least 1 year of experience as a certified police officer, jailor, or deputy sheriff
  • Virginia DCJS certification for police officers (or equivalent U.S. certification with additional training required)
  • Eligibility for lateral transfer if currently a Virginia in-state jailor or deputy sheriff
  • Ability to complete academy training: 5-7 weeks for Virginia certified officers, 8 weeks for out-of-state officers, or 25-26 weeks for jailors/deputies

Norfolk Police Academy Information:
  • Virginia Certified Police Officers - will participate in a 5-7 week academy training program at the Norfolk Police Department Training Center. The training provided will be all necessary Department of Criminal Justice Services (DCJS) and any NPD requirements.
  • Certified Police Officers outside Virginia, within the United States - will participate in a 8 week academy training program. The academy will provide necessary training in legal, firearms, and driving and defensive tactics.
  • Virginia In-State Jailor/Sheriff Deputy - will participate in a 25-26 week academy training program to successfully complete the Virginia state certified police officer training at the Norfolk Police Academy.

    The academy will provide necessary training in classroom, physical fitness, and police situation simulation.

    Requirements

    Essential functions include, but are not limited to:
    • Enforce state and local laws.
    • Performs patrol duties and responds to calls for service.
    • Performs a variety of duties and tasks related to the protection of life, property, and the preservation of the constitutional rights of every citizen.
    • Conducts criminal and traffic investigations, field interviews, serves warrants, subpoenas and other court papers.
    • Issues summons and makes arrests, watches for criminal, suspicious, or hazardous situations and takes appropriate policy action as necessary.
    • Provides assistance and information to the public and assists in the prosecution of offenders. Maintains administrative requirements and provides public information.
    • Must be able to perform the physical aspects and meet the requirements and tests prescribed by the City’s Civil Service Commission.
    • Must have the ability to communicate effectively, both orally and in writing.

    Qualifications

    Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

    Virginia Certified Police Officers:
    • Graduation from a DCJS approved Basic Law Enforcement Police Academy.
      • DCJS certification.
      • One (1) year of consecutive active service as a certified patrol officer for a municipal, county, and/or state law enforcement agency.
      • Must be currently employed as a certified patrol officer, or separated no more than twelve (12) months.
    Certified Police Officers outside Virginia, within the United States:
    • Graduation from a DCJS approved Basic Law Enforcement Police Academy.
      • DCJS certification.
      • Three (3) years of consecutive active service as a certified patrol officer for a municipal, county, and/or state law enforcement agency.
      • Must be currently employed as a certified patrol officer, or separated no more than twenty-four (24) months.
    Virginia In-State Jailor/Sheriff Deputy:
    • Graduation from a DCJS approved basic Jailor Academy.
      • Jailor certification.
      • One (1) year of consecutive active service as a Jailor/Deputy Sheriff for a municipal, county, and/or state law enforcement agency within Virginia.

    Other Requirements:
    • Valid Driver’s License (prior to employment start date) .
    • U.S. Citizen (born or naturalized).
    • Must successfully pass all entry level testing and assessments.

    Overview of Process:
    Applicants must successfully complete the following steps.
    1. Physical Agility Test - events designed to simulate typical work-related situations, that require the ability to perform specific physical activities.
    2. Psychological Examination - using the Minnesota Multiphasic Personality Inventory Test (MMPI), used to assess personality traits and psychopathology, provided at City expense.
    3. Personal History Booklet - used to gather information of your personal history.
    4. Background Investigation - involves obtaining and verifying information related to prior employment, drug usage, personal and professional references and criminal records, DMV records and credit records.
    5. Polygraph Examination - used to verify the background data disclosed in the Personal History Booklet and employment application, provided at City expense. Deception noted in the areas of the automatic disqualifiers may prevent further processing of your application.
    6. Medical Examination - includes medical physical and drug screen, provided at City expense.
    Tobacco Use:
    Selected candidates will be required to sign an acknowledgement indicating that they will refrain from using tobacco products, both on and off-duty.

    Signing Bonus:
    This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
