This role involves acting as the main point of contact between the U.S.
Air Force and local Japanese government and police agencies in Okinawa, helping to coordinate law enforcement, community relations, and legal matters under international agreements.

The primary purpose of this position is to The primary purpose of this position is to: serve as the Air Force's Chief contact and liaison to local government agencies and police departments.
Is the the representative for the Commander, 18th Wing, 18th Mission Support Group, and 18th Security Forces Squadron with Okinawa Prefectural agencies.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes (1) knowledge in applying analytical and evaluative methods and techniques to the interpretation and implementation of the precepts of the Mutual Security Treaty and Status of Forces Agreement involving Japanese legal jurisdiction, community relations, intergovernmental relations and law enforcement operations; (2) establishing and maintaining effective working relationship with Japanese law enforcement agencies, Okinawa Prefectural Police Headquarters, local police stations; (3) Utilizing tact and diplomacy in conjunction with investigations and negotiations with Japanese law enforcement agencies; (4) conducting briefings and conferences in relation to Status of Force Agreement policies, law enforcement concepts and procedures.
OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION:I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of applicable law enforcement and security (AF, Federal and DOD) rules, regulations, instructions, practices, principles and procedures, including force protection, integrated base defense, anti- terrorism, and physical security.
2. Knowledge safety, security, and EEO regulations, practices, and procedures. 3. Skill on speaking and writing Japanese and Familiarity with Japanese legal documents and legal system.
4.Skill in utilizing tact and diplomacy in conjunction with investigations and negotiations with local law enforcement agencies and government officials. 5.
Ability to plan, organize, and direct the functions and staff of a small organization. 6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Completes and processes or directs the preparation and processing of reports from Japanese law enforcement agencies involving US Civilian and military personnel and/or dependents which include notification of an offense and notification of Summary Court findings.
Serves as the official interpreter with GOJ National and Prefectural law enforcement agency officials for the Security Forces Operations Officer, Chief of Security Forces, and the Commander, 18th Wing regarding law enforcement meetings and discussions.
Provides advice and assistance to Air Force organizational commanders regarding SOFA policies, law enforcement concepts and procedures, and the ramifications for violations by subordinate personnel.
Exercises supervisory personnel management responsibilities. As the Chief of PACAF/USFJ Security Liaison Office, the incumbent is responsible for supervision of two subordinates.
