Full Job Description
An employee in this job classification is responsible for performing technical work of considerable difficulty coordinating emergency 911 and other telecommunications service provisions for the Emergency Communications Commission (ECC). Services and customer support are provided to multiple Public Safety Answering Points (PSAPs) and other customer organizations throughout St. Louis County. This position oversees maintenance (vendor-provided) support for network operations and PSAPs, coordinates database management, and reviews and implements PSAP approved requests for changes to system features, call-taking consoles, and other ECC-provided devices. The work involves frequent contact with multiple public safety agencies and outside communications service vendors. Employee responsibilities will include provision of customer support by analyzing situations quickly and adopting an effective course of action, and the coordination of maintenance/modification/restoration of services as needed. Requires independent judgment in communications system modification and correction of service degradation or disruption. All work is to be in coordination with the Senior 911 Coordinator. Work is reviewed for responsiveness to user needs, completion of work in a timely fashion, accuracy of maintained information, and results obtained.
Duty Hours: 8:00 AM - 4:30 PM, Monday through Friday, and is subject to recall for emergencies or for after-hours events.
Per the Department's Collective Bargaining Agreement, newly hired employees who do not possess corresponding experience will start at the base starting pay listed in this posting.
Requirements
- Coordinate the acquisition, installation, modification, upgrade, and maintenance of ECC-provided NG911 equipment for PSAPs and other user agencies.
- 24/7 on-call rotation for response to 911 service disruptions to PSAPs which may require after-hours triage, vendor escalation, run bridges, and document timelines.
- Perform test 911 calls and texts to ensure the proper function and routing of 911 calls to the public safety answering point and correct, when necessary, due to boundary modifications or agency requests.
- Conduct field verification of property locations/addresses for accuracy and make the necessary notification to the 911 service provider of corrections.
- Verify and correct Emergency Service Number (ESN) assignments for wireless and landline 911 calls.
- Provide technical support concerning the operation of the 911 system for all PSAPs within St. Louis County.
- Meet with public safety and other government officials on a continuing basis to resolve 911 and other operational requirements.
- Design, implement, maintain, and test backup equipment and services for 911 call-taking functions.
- Assist other ECC staff with routine duties and problem resolution, working closely with the ECC GIS Coordinator.
- Manage and maintain a locally deployed hosted recorder solution at every PSAP in St. Louis County.
- Work appropriately with confidential material and information and adhere to confidentiality guidelines and rules.
- Perform related work as required.
Qualifications
Knowledge, Skills, and Abilities:
- Considerable knowledge of NG911 Core NENA i3 architecture (ESInet, SIP, NGCS, MSVC, ECRF/LVF, LIS), call routing via SIP with QOS.
- Considerable knowledge of wireless routing, including the use of P-ANI's, Phase II location, RTT/RTT testing workflows, and test call planning.
- Database skills for Master Street Address Guide (MSAG) and ESN management updates and additions.
- Experience with telecommunication policies, practices and procedures involved in the management of a 911 communication system, including 911 call process flows and troubleshooting.
- Familiar with PBX/SBC peering, SIP trunks, and behavior as it relates to signal formatting, delivery behavior and system ring features.
- Ability to stay up to date with industry standards and regulatory matters such as NENA i3 standards, FCC orders, and government mandates affecting the NG911 services we provide
- Considerable knowledge of mapping interfaces, data flows, location validation (ANI/ALI) and RapidSOS.
- Knowledgeable in audio recording devices (NICE/Equature/Eventide) to ensure proper operation and provide training to PSAP personnel.
- Ability to document or maintain documentation of tasks, incidents, procedures, inventory, diagrams, etc.
- Ability to establish and maintain effective working relationships with customer agencies, public safety departments, municipal officials and equipment/service vendors.
- Ability to effectively communicate orally and in writing.
Training and Experience:
Graduation from high school supplemented by appropriate course work or advanced technical training in telecommunications equipment design/management and four (4) years of telecommunications system management and operations experience; or equivalent training and experience.
Special Requirements:
- Possession of a valid state driver's license.
- Preferred Certification as an Emergency Number Professional (ENP) from the National Emergency Number Association, alternately, working towards this certification.

The education pay incentive only applies if the degree is not a position requirement. They shall receive the following addition to their base rate of pay:
Associate's degree: $1,200/year
Bachelor's degree: $2,400/year
Master's degree: $4,800/year
Doctorate degree: $7,200/year

AGE LIMITS:Eighteen (18) years of age at the time of appointment.
