The Phoenix VA Health Care System (PVAHCS) is seeking a Physician (Psychiatrist) to serve as the Associate Chief of Staff (ACOS) of the Mental Health Service (MHS) This position reports directly to the Deputy Chief of Staff (DCOS) and is responsible for setting overall goals for the Mental Health Service.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement.
Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.
The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
(NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME),OR (2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs).
PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis.
PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.
Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: VA or Clinical Supervisory Experience.
The qualified candidate will be a seasoned clinician who demonstrates extensive and progressive leadership experience both as a clinician and administrator.
Exceptional interpersonal skills as well as operational, financial, and clinical skills are essential.
The successful candidate must have the ability to meet VA established performance measure goals, and possess a thorough knowledge of the standards of the Veterans Health Administration and other accrediting bodies.

Physical Requirements: Must be able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies.
The incumbent must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the social worker or others.
Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams.
This position also requires close visual acuity to perform various activities. Major Duties:

The incumbent exercises exceptional latitude in the planning, design, implementation, accomplishment, ongoing evaluation and measurement of program responsibilities and is responsible for clinical oversight and administrative management of the MHS.
The incumbent is responsible for developing strategic plans, policies, procedures, and organizational structures required to fulfill the service line's mission.
The incumbent has final decision-making authority, responsibility and accountability on all issues affecting the MHS.
The incumbent collaborates with clinical and administrative operations and program/section managers to ensure integrated goals and priorities for the MHS are established and met.
The incumbent also works closely with peers in other services and management to meet the needs of the System's recognized internal and external customer groups.
He/she is responsible to ensure all residency, intern, and fellowship training program mandates are met in coordination with discipline service chiefs and program coordinators, internally and externally.
The incumbent is knowledgeable of VA, VHA, VISN, and PVAHCS goals, missions, and priorities to assure a positive impact on programs and resources.The incumbent is ultimately responsible for overall MHS clinical and administrative operations currently structured around a program management model and with a clinical emphasis on the Psychosocial Recovery Model and Evidence Based Medical and Psychological Treatment.
This responsibility includes system operations of inpatient acute care, emergency/crisis care, outpatient clinics, community based programs, patient/customer satisfaction, mental health services in psychiatry, psychology, nursing, social work, and successful attainment of PVAHCS, VISN and VHA performance measures, and efficient and effective service delivery and resource management.Major duties include: Planning, developing, coordinating, directing, and evaluating a large, integrated mental program for PVAHCS; Performing wider-range and higher-level management functions for PVAHCS and VISN 22 through participation in planning and oversight boards, councils, and committees; Developing and maintaining continuing programs in the areas of professional peer review, organizational improvement, continuing education, scope of practice, clinical privileging and other quality improvement activities; Providing direct health care to clients within incumbent's area of expertise, on a limited basis.
