Job Description

Summary

This job involves helping plan and manage security programs to protect against terrorism and threats at an Air Force base in South Dakota, including assisting with policy implementation and vulnerability assessments.

A good fit would be someone with experience in security planning or related fields, who is detail-oriented and comfortable working in a military environment.

It requires a security clearance and may involve travel and drug testing.

The primary purpose of this position is to serve as an assistant to the Antiterrorism and Force Protection Planner, the Antiterrorism Officer (ATO) and unit-level security and antiterrorism representatives.

Also assist in administering the installation's antiterrorism and force protection programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes applying knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and industrial security assignments, advising operating officials and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.

OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Practical knowledge of commonly applied security concepts, principles, and practices to review, analyze, and resolve moderately complex security problems. 2.

Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs. 3.

Knowledge of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives. 4.

Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership. 5.

Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation. 6.

Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program. Other significant facts pertaining to this position are: 1.

May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station. 2.

Must be able to obtain and maintain a TOP SECRET security clearance. 3.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 4.

This position is designated a national security position. 5. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 6.

This position requires a Department of Defense Security Professional Certification.

The DoD Physical Security Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this position.

The certification requirement assigned to this position may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

____________________________________________________________________________________________ PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

1. Assists in developing local Antiterrorism/Force Protection (AT/FP) programs and policies for the Antiterrorism and Force Protection Planner and the Antiterrorism Officer's approval. 2.

Supports the AT/FP Planner on matters involving Antiterrorism/Force Protection (AT/FP) issues. 3.

Assists with site security studies, projects, assessments, and training activities in relationship to antiterrorism and force protection requirements. 4.

Applies practical knowledge of Antiterrorism and Force Protection operations to assist in effective guidance, training, and direction to assigned organizations and activities. 5.

Collects, assembles, analyzes, and assesses background data and other threat, criticality, and vulnerability information.
