Job Description

Summary

This job involves planning and managing physical security programs for military installations, including assessing risks, conducting inspections, and advising leaders on protecting facilities and personnel from threats like terrorism or disturbances.

A good fit would be someone with experience in security planning, risk analysis, and training programs, ideally from military, government, or private sector roles involving protection of sensitive sites.

See below for important information regarding this job. To qualify for a Physical Security Specialist, your resume and supporting documentation must support: A.

Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSAs) or competencies to successfully perform the duties of the position, and is directly in or related to this position.

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector.

Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Advises and assists activities on security and intelligence programs, plans and policies.

Maintains security education and awareness training, and facilitates support for security initiatives. Prepares and submits physical security surveys and inspections.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

To be found well-qualified, ICTAP candidates must have specialized experience including: Assisting in developing physical security, force protection, and antiterrorism programs to include developing standardized guidelines, policies and procedures; assisting in the oversight and administration of physical security reviews and programs; conducting physical security surveys and inspections; assisting in the preparation of instructional and training information; preparing formal reports of findings to review and develop specifications for physical security, force protection and antiterrorism measures; conducting research and studies to determine measures and procedures for enhancing the security of personnel, material, and facilities; and analyzing requirements on security measures to counter potential vulnerabilities and special threats.

This position is included in the Security Professional Education Development Program as of October 1, 2022; all employees formally assigned to this position after this date are required to complete specific training IAW DoDM 3305.13 and DLAI 3305.13," except for term or temporary assignments as described in DLAI 3305.13.

Job opportunity announcements will have the following language added: "This position requires a Department of Defense Security Fundamentals Professional Certification (SFPC) conferral within two years of the established employee entry on duty or initial assignment date to this position IAW DoDM 3305.13 and DLAI 3305.15, "Security Professional Education Development (SPeD) Program.

Major Duties:

  • Participates in the development and implementation of the DLA Installation Support physical Security Program
  • Participates in the development/updating of the Physical Security Plan to ensure the overall Physical Security Program harmonizes with other security disciplines.
  • Analyzes requirements and advises on security measures to counter potential vulnerabilities, special threat situations (bomb threats, hostage and terrorist incidents, and the civil disturbances).
  • Prepares updates and briefings for senior DLA Installation leaders and senior-level executives assigned to tenant units regarding the Physical Security Program.
  • Reviews Military Construction (MILCON) plans and attends meetings for new facilities or renovations to existing facilities to ensure that physical security issues are addressed and adequate protective measures are incorporated into the plans.
  • Conducts physical security inspections/surveys, manage centralized physical security initiatives, oversight of physical security projects, and coordination with appropriate local, State, Federal and DoD agency and military services.
