Full Job Description

This position is located at the Salem VA Medical Center, in Salem Virginia.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree (pre-2005) in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.

Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.

(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program.

Today the sole degree is Doctor of Pharmacy.) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.

A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.

English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: Creditable Experience: (1) Knowledge of Professional Pharmacy Practices.

To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice.

Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board. (2) Residency and Fellowship Training.

Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for- year basis.

The pharmacy residency program must be accredited by the American Society of Health- System Pharmacists (ASHP).

A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).

(3) Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level.

Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.

GS-13 Pharmacy Supervisor: (1) Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. (2) Assignments.

For all assignments above the GS-12 full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

(3) Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution.

Such individuals have responsibilities for supervising multiple pharmacists and technicians.

Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals.

Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities.

Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b.

Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d.

Skill in managing people or programs. Preferred Experience: Candidates preferably have three years of experience in an outpatient pharmacy setting as a pharmacy manager.

The incumbent is responsible for ensuring that all Outpatient personnel have adequate training in safety, quality assurance, and risk management.

Evaluates all Outpatient Section staff performance, award, and disciplinary actions in accordance with policies of the Veterans Affairs Medical Center.

Upholds the regulations set forth by the Pharmacy and Therapeutics Committee in regards to administration of medication.

Participates in defining continuing education needs of the pharmacy staff and assists all outpatient staff in receiving required yearly educational hours.

Responsible for acquiring all education hours and providing all necessary documentation.

All assigned duties are done in a timely and courteous manner keeping with the Service Excellence philosophy of this Medical Center. Keeps supervisor informed of activities.

The incumbent is required to be familiar with pharmacy computer programs and to assist with ADPAC duties and needs. Participates in ongoing Performance Improvement activities.

Updates patient profiles with ancillary information, such as notice of approval of non-formulary or restricted drugs. Responsible for the CMOP program, making sure of its proper operation.

The Outpatient Supervisor acts as a control point approving official for Pharmacy Service. This entails approving all pharmacy orders that are placed.

The incumbent is responsible for keeping abreast of changes within Pharmacy Service (i.e.

formulary additions and deletions, interdepartmental memoranda, relevant station memoranda, policies and procedures) and maintains a general knowledge of VA, DEA and TJC regulations.

Participates in the training and in-servicing of pharmacists, pharmacy technicians, pharmacy students, pharmacy residents, and other medical center personnel as required.

Has supervisory control of the Controlled Substance program, investigational drug dispensing for Outpatient use, providing assistance and training as deemed necessary.

In the provision of care to patients from the young adult to the older patient category, the employee recognizes the age-related needs and demonstrates knowledge and care appropriate to that age group.

Considers the cognitive, physical, emotional, and chronological maturation needs of the patients.

In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive data which must be protected under the provisions 2020 of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy, and DM & S policy.
