Full Job Description

The Iowa Department of Health and Human Services (HHS), Division of Medicaid, Bureau of Chief Medical Officer is seeking a Pharmacy Management Analyst to join our team!

As the Pharmacy Management Analyst, this position will coordinate with the Medicaid Pharmacist and other pharmacy staff in supporting the outpatient pharmacy prescription drug benefits. The position will require experience and understanding of Medicaid claims processing at a community pharmacy.

The position will be expected to understand and plan for Medicaid Fee for Service (FFS) pharmacy policy, understand and oversee claims processing at the vendor level, pharmacy benefit Administrator (PBA) practices, the 340B Drug Pricing Program and the Medicaid Drug Rebate Program that includes review of draft reports and documents, tracking resolution of disputes, compliance with all program requirements, participation in any audits and maintenance of state level medication rebate agreements.

The position will ensure policy documentation, evaluation and development of difficult/complex management improvement processes, procedures, and practices and perform process improvement functions related to the Medicaid pharmacy program.

Understand and integrate business information technology systems to support core organizational functions/business processes with a vendor for Medicaid pharmacy program.

The position will manage a wide variety of projects related to Medicaid pharmacy to improve processes, procedures, operations, technologies, and/or practices.

and development of new, pharmacy related state administrative rules, federal state plan amendments, manuals, guides and informational letters in coordination with the Medicaid Pharmacist.

The position will coordinate and collaborate with the Medicaid Pharmacist and internal and external pharmacy staff, contract staff and committees to ensure compliance with both Federal and State regulations to meet the goals, objectives, and priorities of the program.

The position will collaborate with the Medicaid Pharmacist, other pharmacy staff and medical staff to develop and expand medical pharmacy services with respect to state policies and Federal and State regulations.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.All of the following (a and b):Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.All of the following (a, b, and c):One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; andA total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; andA total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
