The Outpatient Pharmacy Supervisor is fully responsible for the daily professional and administrative operation of the outpatient pharmacy service of this multispecialty facility, complexity level 3, which includes a diverse teaching, medicine, research, and an extremely rural ambulatory clinic program with multiple Community Based Outreach Clinics (CBOCS).
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j.
Education: You must be a Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
OR You must be a Graduate of a foreign pharmacy degree programs that meet the educational requirement and able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL IBT).
(DOCUMENTATION REQUIRED) LICENSURE: You must possess a current, full, active, and unrestricted license to practice pharmacy in a State, Territory or Common wealth (i.e., Puerto Rico) of the United States, or in the District of Columbia.
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-13 Grade Requirements: Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level GS-12.
Responsibility for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution.
Such individuals have responsibilities for supervising multiple pharmacists and technicians.
Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals.
Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities.
Develops policies and procedures relative to their assigned area.; AND, In addition, must demonstrate the following knowledge, skills, and abilities (KSAs): Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.

The employee works with patients/customers and may be exposed to individuals under the influence of alcohol/drugs, may be mentally impaired and verbal abuse may be experienced. Major Duties:
The Outpatient Pharmacy Supervisor serves as an inpatient/outpatient management liaison and assists the Chief in evaluating the effectiveness of personnel, equipment, and outpatient pharmacy programs.
The Outpatient Pharmacy Supervisor assists the Chief with assurance of effective use of pharmacy resources in the Outpatient Pharmacy Service.
The Outpatient Pharmacy Supervisor provides the framework, philosophy, and environment for effective outpatient pharmacy staff participation in the following clinical activities: Supervises, documents performance and counsels technicians and pharmacists.
Manages and coordinates the daily work in and between the various areas of the outpatient pharmacy.
Assists the Chief in implementation, revision, and interpretation of all Pharmacy Service Policies and Procedures in compliance with TJC Standards, OIG and others as they relate to the Outpatient Section of Pharmacy Service.
Monitors drug therapy and provides information to other health professionals.
Responsible for any reports or projects deemed appropriate by the Chief of Pharmacy Service relating to workflow processes and systematic internal reviews of assigned areas.
Completes annual performance appraisals, competency assessments, award recommendations, etc. within dictated time frames.
Coordinates staff resources between inpatient and outpatient areas working with the Associate Chief of Pharmacy, Operations or Chief of Pharmacy.
Evaluates orders for appropriateness and drug interactions, allergies, and adverse reactions.
Along with members of the Management team interviews, evaluates, and selects new employees according to current federal laws and VA policies regarding EEO and veteran's preference.
Provides appropriate patient consultation for all new prescriptions. Assists in the development of long and short-term goals for the service and implements short-range goals.
Makes independent decisions, with appropriate input from the management and other affected services, regarding the development of new programs, considering staffing and budget realities, program evaluation studies and overall changes and developments within the hospital and/or VISN.
Primary contact regarding patient or patient advocate issues, including congressional and Director's office inquires.
Intervenes with physicians and other staff members for rational, safe, and effective drug therapy and documents interventions. Accountable for medication reconciliation according to procedure.
Trains and orients all new pharmacy employees, students and volunteers to the pharmacy.
