This job involves handling sensitive security checks to ensure government employees at the Department of Veterans Affairs have the right clearances and identity credentials, including managing a program for secure ID cards.

As the Personnel Security Specialist for HRSC, your work will be confidential, complex and highly sensitive in nature; performing security-related functions in support of HRSC Personnel Suitability and Credentialing Program.
You will ensure that appointees have the appropriate level of security/suitability clearance.
It also entails Personal Identity Verification Program (PIV) responsibility, which is a government-wide identification standard for secure and reliable identity credentials.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Performing High Risk, moderate and low risk adjudications; Applying policy direction to specific operating requirements and developing guidance for applying personnel security and suitability policy, procedures, techniques, and methods; Interpreting policy and providing authoritative interpretations and guidance to management officials and other personnel security officers at the same and lower levels.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR a LL.B.
or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Note: TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION PACKAGE.
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as shown above.
Applicants with Superior Academic Achievement on their Bachelor's Degree may use all graduate level education when combining education and experience to qualify for this position.
NOTE: Both the Bachelor's and Graduate Degree Transcripts must be submitted with the application package.
Otherwise, ONLY Graduate education in excess of the first full year may be used to qualify applicants for positions at grades GS-9.

Physical Requirements: The work is sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table.
However, some walking and standing may occur during anormal workday in connection with travel to, and attendance at, meetings and conferences away from the primary work site.
Incumbent may be required to bend, lift, carry personnel security equipment such as laptops, scanners, etc. long distances at affiliate organizations. Must be able to lift 20-30 lbs.
No special physical effort other than lifting/carrying of equipment is required to perform the work.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from a local Department of Veterans Affairs office. Major Duties:
Major Duties include but are not limited to: Performs High Risk, moderate and low risk adjudications for the services population Serves as the eAPP administrator providing expert Works to initiate and review background investigations for assigned customers Addresses system and technical issues and resolves problems for users and customers Coordinates, prepares, and submits all reports that may be required for NBIS eAPP System Applies policy direction to specific operating requirements and develops guidance for applying personnel security and suitability policy, procedures, techniques, and methods Adapts existing precedent to specific cases as needed Processes adverse actions when related to suitability issues up to, but not limited to the development of suitability and employee relation case files that document contact with the applicant, appointee or employee in the processing of the request for personnel action Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
