This position is in the Office of Patent Application Processing (OPAP), Patent Cooperation Treaty (PCT) Operations Division.
As PCT Operations Manager, you will lead staff who administer the USPTO's PCT responsibilities by providing information and operational support, ensuring compliance with treaty requirements, and overseeing efficient processing of international applications.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.
Specialized experience for this position includes: Analyzing program or operational performance and developing recommendations for improvement; AND Identifying budget gaps, evaluating alternative funding approaches, proposing solutions to mitigate shortages, and developing staffing plans to align workforce capacity; AND Leading individuals or a team responsible for production and quality-control activities (e.g.
assigning work, monitoring progress, and ensuring adherence to standards and deadlines).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
The physical worksite for this position is located in Alexandria, Virginia.
Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person.
Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.
Major Duties for this position include: Identifying and resolving unique issues where no policy exists and recommending innovative actions to address new needs and/or issues.
Presenting results of assessments and studies, negotiating agreements, and influencing approval and implementation of solutions and plans.
Implementing ways to eliminate or reduce significant bottlenecks and barriers, promote team building, and improve business practices.
Developing performance plans and evaluating work performance of subordinates; providing advice, counsel and instructions to employees on both work and administrative matters.
