The primary purpose of this position is to perform as shipper's advocate working to resolve problems with the transportation of cargo in the Defense Transportation System (DTS) with emphasis on providing solutions prior to cargo arriving to the port, to receive frustrated cargo, correct related discrepancies, visually investigate and judge the physical condition.
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-7000 Packing And Processing Family.
Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.
Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is ability to do the work of a WG-7002 PACKING WORK INSPECTOR without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of a wide range of material and equipment and various cargo categories to determine identification and condition by visual observation and reference to the data base and regulations. 2.
Knowledge of rules and procedures governing the characteristics, special handling requirements, and documentation of general and hazardous cargo to route cargo for technical review, storage, repair, disposal, or preparation for air movement.
3. Knowledge of documentation used to identify cargo and its condition. 4.
Ability to communicate effectively both orally and in writing with a diverse group of individuals within and outside the activity.
Ability to utilize hand-held terminals and microcomputers to enter, check, or update cargo data in transportation movement computer systems and generate required correspondence 5.
Knowledge of packing and packaging requirements regarding a wide variety of general and hazardous cargo. 6.
Knowledge of statistical and reporting policies and procedures, and Military Standard Transportation and Movement Procedures (MILSTAMP).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Major Duties:
Inspects and maintains the orderly flow of general, hazardous, and priority cargo. Advocates the expeditious movement of cargo through the Defense Transportation System (DTS).
Provide customers with technical assistance. Manages the Denton Amendment Humanitarian Cargo and Deferred Freight Programs.
Performs statistical and reporting functions and accomplishes administrative duties. Support Total Quality Management (TQM) principles.
