Full Job Description

This vacancy is for a GS-1515-14, Operations Research Analyst (Workforce Requirements Analysis) located in the Department of Homeland Security, U.S.

Coast Guard, Office of Workforce Requirements Determination in Washington, District of Columbia.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified.

You MUST meet the following requirements: EDUCATION: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.

At least 3 of the 24 semester hours must have been in calculus.

Applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis.

In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

AND To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Mastery of Scientific Principles - Working with principles and theories applicable to operations research, as well as to classical and modern higher mathematics and statistics sufficient to originate and develop new mathematical and statistical methods as well as knowledge of recent mathematical and statistical advances germane to operations research.

Computer Modeling and Simulation - comprehensive knowledge of computer applications including modeling and simulation, analytic software, and presentation software sufficient to analyze and better understand the workforce dynamics.

Program Analysis - Using extensive operations research skills and knowledge advises or assists other OR analysts to develop models/analyses to respond to specific workforce issues.

Military Command Structure - Understanding the military command structure, missions, programs, and organizational relationships within the Organization and Command as well as a thorough knowledge of quantitative and qualitative methods and techniques to manage, plan, coordinate, integrate, and implement organization initiatives.

You will serve as an Operations Research Analyst (Workforce Requirements Analysis) and be the project manager and subject matter expert for research projects involving the disciplines of management science and operations research applied to workforce requirements determination.

You will be responsible for initiating, developing, and using computer programs and analytic methods that evaluate alternative solutions to workforce management problems as it provides a structure for a Coast Guard workforce that meets current and projected requirements.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Advising on, administering, and performing professional work involving the disciplines of management science and operations research applied to workforce requirements determination.

Developing mathematical models and statistical analyses on any component of the Coast Guard organization as required for specific projects or tasks.

Leading, facilitating, or participating in meetings, chartered working groups, or other planning groups which meet to discuss workforce requirements issues/concerns.

Making recommendations for actions which would solve specific problems while outlining impacts of benefits and cost to the workforce.

Recommending or approving recommended approaches to various quantitative problems using most effective methods and techniques.
