Job Description

Summary

This job involves analyzing data on costs, budgets, and military capabilities to help plan and manage defense programs effectively.

The analyst will lead studies, use math and stats to solve complex problems, and advise on policies for the Joint Chiefs of Staff.

Key Requirements

  • One year of specialized experience at GS-13 level in federal service, including planning studies for financial, personnel, and capability assessments in PPBE processes
  • Degree in operations research or at least 24 semester hours in operations research, mathematics, probability, statistics, or related fields, with at least 3 hours in calculus
  • Expertise in applying quantitative methods like optimization, modeling, simulation, statistical analysis, and mathematical techniques to complex problems
  • Knowledge of technical publications, regulations, directives, manuals, and policy statements impacting analysis studies
  • Ability to lead project teams in research and studies for initiatives at the Vice Chairman of the Joint Chiefs of Staff (VCJCS) level
  • Continuous learning to maintain competency in advanced mathematical and statistical techniques
  • Experience in quantitative social sciences principles for adapting analytic strategies

Full Job Description

This position is part of the Organization of the Joint Chiefs of Staff.

The incumbent will be responsible for the design, collection, analysis, measurement and reporting of various cost, budget, economic, capability and program data.

You may qualify at the GS-14, if you fulfill the following qualifications: A.

One year of specialized experience equivalent to the 13 grade level in the Federal service: Initiating, planning, and conducting studies and analysis that produce estimates of requirements (financials, personnel, materiel, and facilities) for Capability Gap Assessments, and Capability Portfolio Management Reviews, and the Planning Programming Budget and Execution (PPBE).

Applying and adapting principles, practices, and analytic strategies from the quantitative social sciences.

Performing research and continuous learning in specialized areas to develop and maintain a state-of-the-art competency in mathematical and statistical techniques.

Knowledge of technical publications, regulations, directives, manuals, and policy statements to determine their effect on current policy statements and approaches to various analysis studies.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below: Degree In operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.

At least 3 of the 24 semester hours must have been in calculus. You MUST provide transcripts or other documentation to support your educational claims.

Unless otherwise stated: (1) unofficial transcripts are acceptable at time of application, or (2) If you are serviced by the office, filling this type of position, and your transcripts are on file in your official personnel folder, you are not required to submit.

However, it is your responsibility to ensure transcripts are on file.

As a OPERATIONS RESEARCH ANALYST at the GS-1515-14 some of your typical work assignments may include: Receiving and studying technical publications, regulations, directives, manuals and policy statements to determine their effect on current policy statements and approaches to various analysis studies.

Performing as project team leader in planning, conducting, and accomplishing research, or self-developed and VCJCS-level directed studies applicable to existing or propose initiative and outcome.

Analyzing complex management problems by applying expert knowledge of various classes analytic methods including optimization, modeling and simulation, statistical analysis or mathematical techniques.

Serve as technical advisor and develops and disseminates Joint Staff policy guidance and instructions.
